Narrative
DEPARTED FOR RDG FROM PIT XK55 PM. WITH ALL APPLICABLE WX PACKETS AND VERBAL WX BRIEFING. SPOKE WITH HARRISBURG APCH NEAR RDG AND ATTAINED LATEST WX FOR RDG. EXECUTED ILS TO RWY 36 RDG (WITH RWY IN SIGHT). CANCELED IFR BEFORE LNDG. LNDG VFR FAA PERSON MET AIRPLANE AND SAID HE WANTED TO SEE OUR WX INFO WITHOUT REGARD FOR OUR OTHER COMMENTS ABOUT HOW WE ATTAINED ADDITIONAL WX. ACCUSED US OF LNDG ILLEGALLY; BECAUSE AT THE TIME OF LNDG; THE TWR WAS CLOSED AND THERE WAS NO 'TRAINED WX OBSERVER' ON THE FIELD. SUPPLEMENTAL INFO FROM ACN 284329: THE CHIEF DISPATCHER; DISPATCHER AND I GOT ON A 3-WAY PHONE CALL; AND I THEN LEARNED THAT THE LAST WX RPT READING TWR ISSUED BEFORE CLOSING AT MIDNIGHT MET THE REQUIREMENT OF THE LATEST WX RPT ISSUED AND IS GOOD FOR 1 HR; SO I WAS DISPATCHED WITH THIS INTERP AND THEREFORE ABLE TO MAKE AN IFR APCH AND LNDG UP UNTIL XA00 HRS LCL. AFTER THE PHONE CALL; IT OCCURRED TO ME THAT I DIDN'T LAND IFR ANYHOW: I HAD MY FO CANCEL THE IFR RIGHT AFTER TURNING INBOUND TO SHAPP AND CONFIGURING THE ACFT TO LAND. UNDER WX RPTS AND FORECASTS; FAR 135-213 STATES 'FOR OPS UNDER VFR; THE PIC MAY; IF SUCH A RPT IS NOT AVAILABLE; USE WX INFO BASED ON THAT PLT'S OWN OBSERVATIONS.
