Narrative
I RECEIVED A REQUEST TO FLY TO ANDREWS; TX; ON AN EMER MEDICAL TRANSFER OF A SMALL CANCER PATIENT. PRIOR TO TKOF I CALCULATED A WT AND BAL AND CHKED THE WX (DUATS) AND FILED 2 IFR FLT PLANS. 1 FLT PLAN WAS FROM LUBBOCK; TX; TO ANDREWS; TX; THE OTHER WAS FOR THE RETURN FLT. WHILE INFLT I RECEIVED ADDITIONAL INFO ON A SERIOUS AUTO ACCIDENT IN ANDREWS. WE MIGHT HAVE TO DELAY THE TRANSFER OF THE CANCER PATIENT AND SWITCH TO THE HIGHER PRIORITY ACCIDENT VICTIM. IN MY HASTE I DID NOT CHK THE NOTAMS WHEN I FILED MY FLT PLANS. UPON ARR AT ANDREWS I NOTICED THE CONSTRUCTION ON RWY 15; SWITCHED TO RWY 20 WHICH HAD NO MARKINGS AND THE CONSTRUCTION ON RWY 15; SWITCHED TO RWY 20 WHICH HAD NO MARKINGS AND DID NOT HAVE THE 'RWY CLOSED' X ON THE APCH END. AFTER AN UNEVENTFUL LNDG. I WAS INFORMED BY THE AMBULANCE CREW THAT THE RWY WAS CLOSED FOR RESURFACING. THE RWY CLOSED X WAS ON THE APCH END OF RWY 33. LATER I DEPARTED AT DUSK WITHOUT THE HELP OF RWY LIGHTING ON RWY 12 WHICH WAS OPEN. I DID CALL FOR TA'S ON THE CTAF (122.8 BUT NO ONE ANSWERED MY CALLS. I DID NOT OBSERVE THE RWY CLOSED. X ON THE APCH END OF RWY 33 UNTIL AFTER SHUTDOWN. I WALKED ALL OF THE RWYS TAKING NOTE OF ALL THE CONSTRUCTION AREAS. THE RWY THAT I LANDED ON (RWY 20) WAS NOT TORN UP AND HAD A TAR LIKE SEALER ON A FIRM SURFACE. THE ACFT AND IT'S PAX WERE NEVER IN ANY RISK. I FEEL THAT STANDARD RWY CLOSED. X'S ON EACH APCH END WOULD HAVE CORRECTED THE ENTIRE SIT.
