PLT OF SMA HAD NMAC WITH ANOTHER SMA COMING AT HER FROM OPPOSITE DIRECTION WHILE JUST TOUCHING DOWN ON LNDG.

Narrative

I WAS IN THE TFC PATTERN AT JAC PRACTICING TOUCH-AND-GOES ON RWY 18. ON MY 3RD OR 4TH DOWNWIND LEG I HEARD AN ACFT CALL UNICOM FOR AN ADVISORY AND RECEIVE NO ANSWER. I CONTINUED TO ANNOUNCE MY POS ON THE CTAF (AS IS MY HABIT) ON DOWNWIND; BASE; AND FINAL. SINCE THE OTHER ACFT HAD NOT RPTED A POS OR CALLED AGAIN; I WAS WATCHING FOR HIM ON THE TXWY. AS I WAS TOUCHING DOWN ON THE 4TH LNDG; I SAW AN ACFT COMING TOWARD ME AND VEERING OFF TO MY R; AND CLBING VERY SLOWLY. I CLRED THE RWY NORMALLY; AND STOPPED TO LOOK BACK FOR THE OTHER ACFT; AS I WAS CONCERNED THAT HE MIGHT HAVE HAD AN ACCIDENT. AS I TAXIED AND PARKED I SAW HIM PARK AT THE OTHER FBO; WITHOUT ANY RADIO ANNOUNCEMENT. I CALLED FROM MY FBO AND ASKED TO SPEAK TO THE PLT OF THE OTHER ACFT. I ASKED HIM IF HE HAD HEARD MY POS RPTS. HE SAID NO. I ASKED HIM WHAT FREQ HE HAD BEEN ON. HE SAID 123.0. I TOLD HIM THE PUBLISHED CTAF IS 122.8; AND THAT SINCE THIS IS A BUSY ARPT; I RECOMMEND MONITORING THE FREQ. HE CLAIMED THAT HE HAD THE RIGHT-OF- WAY AND CRITICIZED ME FOR NOT SEEING HIM. I TOLD HIM I DID NOT EXPECT TO SEE AN UNANNOUNCED ACFT LNDG WITH 10-15 KTS OF TAILWIND. HE SUBSEQUENTLY TAXIED OUT AND DEPARTED WITHOUT A SINGLE RADIO CALL. THIS IS THE SECOND NEAR MISS OF THIS TYPE I KNOW OF AT THIS ARPT IN THE PAST 2 MONTHS. THE OTHER ONE ALSO INVOLVED AN ACFT WITHOUT A RADIO. A CTL TWR WOULD HELP REDUCE THESE KINDS OF CONFLICTS BY REQUIRING COM. I WISH I HAD SEEN HIM SOONER; AND WILL BE MORE VIGILANT FOR OPPOSING ACFT ON FINAL. HOWEVER; HE WAS BLACK AND DIFFICULT TO DISTINGUISH FROM GND CLUTTER WHEN I DID SEE HIM. I'M NOT SURE I COULD HAVE SPOTTED HIM SOONER. HE'S LUCKY IT WAS A QUIET DAY. ON A BUSY SUMMER DAY; HE PROBABLY WOULD HAVE HAD SEVERAL NEAR MISSES FROM THAT ONE DOWNWIND APCH.
