PLT OF CPR TWIN TURBO PROP LOST COMS DURING FINAL APCH RESULTING IN NOT CONTACTING TWR FOR LNDG AUTH AND CAUSING ANOTHER ACFT TO GAR.

Narrative

WHILE INBOUND FOR THE VISUAL APCH RWY 14L AT ORD ON OCT/XX/94; AT APPROX XA00 PM AND AFTER HAVING RECEIVED 'CLRED FOR THE VISUAL APCH RWY 14L HOLD SHORT RWY 22R;' I ACKNOWLEDGED THE CLRNC. SHORTLY AFTER PASSING THE OM I TRIED TO CALL APCH TO ASK TO BE SWITCHED TO THE TWR. I REPEATED MY CALL TO APCH AND AGAIN RECEIVED NO REPLY. I THEN TRIED TO CALL TWR AND WAS UNABLE TO MAKE ANYONE HEAR ME. I TRIED APCH AND THE SECONDARY TWR FREQ AGAIN. NO ANSWER WAS RECEIVED AND I HAD TO LAND WITHOUT TALKING TO THE TWR CTLR. THE FREQS WERE ALL VERY BUSY. THE AIRPLANE THAT WAS ON FINAL FOR RWY 22R; AND (ACR) 757 I THINK; WENT AROUND. I LOCATED MY BACKUP MIKE ONCE ON THE GND AND CALLED TWR. THEY WERE BUSY AND TOLD ME TO CONTACT GND CTL WITHOUT ASKING FOR AN EXPLANATION. THE LNDG WAS MADE AND I HELD SHORT OF THE RWY AS INSTRUCTED BY APCH. THERE WAS NO DANGER TO ANYONE; BUT I BELIEVE THAT THE OTHER ACFT WAS SENT AROUND JUST IN CASE. IT WAS UNFORTUNATE THAT AN AIRLINER HAD TO GAR; BUT A GOOD JOB BY THE CTLRS. I AM HAVING MY XMITTER AND PUSH TO TALK SWITCH CHKED.
