RPTR DISREGARDS UNICOM AND ON TKOF HAS CLOSE ENCOUNTER WITH ANOTHER ACFT TAKING OFF ON THE OTHER RWY.
Narrative
WHEN DEPARTING ON A FLT FROM GALVESTON; I TAXIED OUT AND CHKED WIND SOCK. WIND SOCK WAS ALMOST STRAIGHT DOWN RWY 13. I STOPPED IN THE RUN-UP AREA AND; AFTER COMPLETING PREFLT CHKS; CHKED FOR TFC ON RWY 13 AND TAXIED INTO POS FOR TKOF ON RWY 13. I THEN LOOKED FOR TFC ON RWY 17 AS IT INTERSECTS RWY 13 AT 4000 FT. I SAW NO TFC ON RWY 17. AS I LOOKED DOWN RWY 13 THERE WAS THE CITY A BLUE ARPT VEHICLE COMING UP THE RWY SO I WATCHED AS IT PULLED OVER TO THE R SIDE OF THE RWY AND STOPPED. AFTER WATCHING IT FOR A MIN OR SO TO SEE WHAT THEY MIGHT DO I STARTED TKOF WHILE WATCHING THE VEHICLE CLOSELY. AS SOON AS I WAS OFF OF THE GND I WENT TO MY NORMAL SCAN AND SAW A C-150/152 DEPARTING RWY 17. I STARTED CLBING AT MAX RATE TO PASS ABOVE THE OTHER TFC. WHILE ALL OF THIS WAS GOING ON THE CITY EMPLOYEES IN THE VEHICLE WATCHED AND DID NOT MAKE ANY RADIO CONTACT TO; WARN EITHER AIRPLANE. AT THIS ARPT THE CITY INSISTS ON OPERATING THE UNICOM AND GIVING CURRENT WX; ADVISORIES; AND TFC INFO. ALL OF THE PEOPLE IN CHARGE AND ONE OF THE OPERATORS HAVE NO KNOWLEDGE OF FLYING ON WHAT THE PLT'S RESPONSIBILITIES ARE. I HAVE A DISPUTE WITH THE CITY AND A LAWSUIT HAS BEEN FILED. AS A RESULT THE OPS EMPLOYEES; WHO OPERATE THE UNICOM; FEEL THEY GET IN GOOD WITH THE BOSS IF THEY MAKE ME LOOK BAD. THEY HAVE GIVEN ME THE WRONG FAVORED RWY ON MORE THAN ONE OCCASION; SO I USE THE WIND SOCK AND MAKE MY OWN CHOICES. WHEN THE WIND IS LIGHT AND VARIABLE THEY MAY CHANGE RWYS EVERY 3-5 MIN CAUSING HEAD ON TFC. 3 WKS AGO THEY DID CHANGE RWYS WITH THE WIND LESS THAN 5 KTS AND A BONANZA TAKING OFF MISSED A PIPER THAT WAS LNDG BY LESS THAN 10 FT. THE CITY'S OP OF THE UNICOM AND 1 OPERATOR IS CAUSING VERY HAZARDOUS OPS AT THIS ARPT.
