SMA X HAD NMAC WITH ACFT Y WHILE ON APCH TO LAND.
Narrative
SMA X CONTACTED THE TWR AT SANTA MARIA ARPT; ABOUT 10 MI S; AND STATED MY INTENTIONS TO LAND. THE TWR ACKNOWLEDGED MY REQUEST AND TOLD ME TO MAKE A STRAIGHT IN APCH TO RWY 30 AND TO RPT AT 2 MI OVER THE SHOPPING CTR. I RPTED 2 MI. THE TWR CLRED ME TO LAND. I CONTINUED MY APCH UNTIL I WAS APPROX 50 FT ABOVE THE GND WHEN I SAW THE WINGS OF AN AIRPLANE Y BELOW ME; IT WAS ONLY 10 FT OR LESS AHEAD OF ME. I INITIATED A GAR AND FLEW TO MY L TO AVOID A COLLISION. I COMPLETED A GAR AND LANDED SAFELY. I ATTEMPTED TO REMAIN OVER ARPT PROPERTY TO AVOID FLYING OVER ANY PERSON OR BUILDING. XXX WAS A WITNESS TO THIS EVENT. ALSO AN AIR COMMUTER AIRLINER WAS WAITING TO TAKE OFF AND MUST HAVE WITNESSED THIS EVENT. DURING THE GAR; WHEN I HAD REACHED DOWNWIND NEARING BASE; THE CTLR CALLED ME TO IDENT WHO I WAS; HE THEN TOLD ME TO TURN BASE AND AGAIN CLRED ME TO LAND. AFTER LNDG ON RWY 30 HE CLRED ME TO TUNE TO THE GND CTL FREQ AND TOLD ME TO GO TO PARK. I CONTACTED GND CTL AND WENT TO PARK. I BELIEVE THAT THIS NEAR MISS WAS CAUSED BY THE TWR CTLR. I BELIEVE THAT HE WAS NOT PAYING ATTN AND LOST TRACK OF ME.
