AFTER BREAKING OUT BELOW MINIMUMS ON A LOC NON PRECISION APCH THE RPTR HAD TO GAR BECAUSE OF EXCESS SPD AND A TAILWIND AND ELECTED TO REPEAT ANOTHER BELOW MINIMUMS APCH WITH A TAILWIND ON LNDG.

Narrative

I FLY TO THIS ARPT USUALLY 2 TIMES A WK AND AM FAMILIAR WITH THE AREA. I WAS FLYING THE LOC 16 IN HVY FOG. THERE ARE NO APCH LIGHTS. I HAD VISUAL CONTACT WITH THE GND AT 200 FT. WHEN I SAW THE RWY I WAS 100 FT RIGHT OVER THE APCH APRON. I TOLD ATC I HAD THE RWY AND WAS LNDG. I HAD NOT ALLOWED FOR THE 8 KT TAILWIND; WHICH WAS INCREASING DURING THE APCH. I WAS UNABLE TO SLOW ENOUGH FOR TOUCHDOWN AND THE CTLR GAVE ME A GAR. I EXECUTED THE MISSED APCH AND WAS VECTORED FOR THE APCH AGAIN. THIS TIME I SHOT THE APCH AT 80 KIAS AND AGAIN WAS R OF THE RWY. I CUT PWR; CORRECTED TO THE CTRLINE AND PUT IN 30 DEG FLAPS. I WAS IN GND EFFECT AT THE MIDDLE OF THE RWY. I DID NOT WANT TO FORCE THE LNDG AND WAITED FOR THE ACFT TO SETTLE. THE TAILWIND WAS AT LEAST 10 KTS. I TOUCHED DOWN 1000 FT FROM THE END OF RWY 16 AND SAFELY STOPPED BY THE END. AIRSPD AT TOUCHDOWN WAS 40-50 KTS. I CONTINUED THIS LNDG BECAUSE I KNEW THIS ACFT WOULD SLOW AND STOP QUICKLY WHEN IT TOUCHED DOWN. APCH LIGHTS FOR THIS LOC APCH WOULD HAVE SOLVED THIS PROB. THIS IS THE ONLY INST RWY AT THIS ARPT.
