AN ACR CREW FOULED UP THE WESTCHESTER SID.

Narrative

DEPARTING WHITE PLAINS; NY; ON RWY 16; WESTCHESTER 9 DEP. RECLRED TO MAINTAIN 2000 FT INSTEAD OF SID 3000 FT. CONDITIONS AT TIME OF DEP WERE WET RWY; LOW VISIBILITY AND MARGINAL RWY LENGTH. DEP WAS AT MAX PWR AND 15 DEG FLAPS. DUE TO THE ACFT WT AND MAX PERFORMANCE TKOF REQUIREMENTS FOR A CONTAMINATED RWY; MY DEP COMPLIANCE WITH THE WESTCHESTER 9 WAS SLOW. AFTER FACTORING THE ARPT ELEVATION OF 439 FT; A NEW CLRNC TO MAINTAIN 2000 FT; AND A CLB RATE OF 2500 FT/SEC; I REACHED 2000 FT BEFORE I COULD EFFECTIVELY COMPLY WITH REQUIREMENT TO TURN R 170 DEGS TO A HDG OF 320 DEGS AT 800 FT MSL. ADDITIONALLY; I HAD TO FLY FASTER THAN THE 190 KTS TO COMPLY WITH THE SPD COMMAND TO TURN AT A STANDARD RATE TURN AND NOISE ABATEMENT PROCS. THIS DEP IS ASKING TOO MUCH OF CREW AND ACFT PERFORMANCE. ASKING PLTS AND PLANE TO PERFORM A 170 DEG TURN JUST AFTER TKOF AND LOW TO THE GND IS A MANEUVER THAT SHOULD ONLY BE PERFORMED IN THE SIMULATOR. ADDITIONALLY; THE TKOF INSTRUCTIONS FOR THE WESTCHESTER 9 DEP ARE MISLEADING AND DECEPTIVE. A SPD REDUCTION AT A LOWER ALT SHOULD BE HIGHLIGHTED INSTEAD OF BEING BURIED ON THE OPPOSITE SIDE OF THE PAGE UNDER THE DISGUISE OF A BENIGN NOTE.
