PLT REFERRING TO OLD CHART CALLED TWR ON WRONG FREQ INBOUND AND; NOT RECEIVING AN ANSWER; ASSUMED THERE WAS NO TWR. HE SUBSEQUENTLY LANDED AND DEPARTED AND TRAVERSED THE CLASS D AIRSPACE NEVER MAKING RADIO CONTACT WITH THE TWR.

Narrative

THE REASON FOR THE FLT WAS PLEASURE AND SIGHT. ON APCHING WILLIAMS ARPT; APPROX 10 MI SE; I CALLED THE TWR REPEATEDLY ON FREQ 118.8 INDICATING MY POS AND REQUESTING LNDG INSTRUCTIONS. I WAS NOT ABLE TO CONTACT THE TWR. A VERY CAREFUL SURVEY OF GND AND AIR SHOWED NO MOVEMENT OF ANYTHING; SO I PROCEEDED TO LAND. I TAXIED TO THE FUEL POS; NOBODY WAS AROUND. I LOCATED A WELDER IN ONE OF THE BUILDINGS WHO TOLD ME THAT THE FUEL MAN WAS AROUND AND HE DID SHOW UP. I FUELED UP WITH 27.4 GALLONS OF GAS. SINCE THERE WAS NO ACTIVITY; I GOT IN THE ACFT AND CALLED THE TWR AGAIN REQUESTING TAXI INSTRUCTIONS TO TKOF POS. I RECEIVED NO REPLY. I TAXIED AWAY TO RWY 12R. AGAIN; I CALLED THE TWR REPEATEDLY ON FREQ 118.8. I CONCLUDED THAT THE TWR WAS CLOSED. I CAREFULLY LOOKED IN ALL DIRECTIONS; WATCHED A TWIN LAND; CLR THE RWY; AND I TOOK OFF. I CARRY 2 CHARTS IN THE ACFT; A CURRENT CHART FOR VISUAL PLANNING AND AN EXPIRED CHART FOR DRAWING LINES AND CALCULATING DISTANCE. I CARELESSLY TOOK THE ARPT FREQ OFF OF THE EXPIRED CHART. I DEEPLY REGRET THIS CARELESS ACTION.
