ACR MLG LANDED ON THE WRONG RWY.
Narrative
APPROX 115 MI FROM DEST; CAPT ATTEMPTED TO CHK STL ATIS ON BOTH AVAILABLE FREQS. AFTER SEVERAL ATTEMPTS WITH NO SUCCESS; HE ADVISED CTR WHO THEN READ US THE LATEST WX HE HAD AVAILABLE. WX WAS GOOD; NO NOTAMS FOR ST LOUIS MENTIONED. AFTER BEING HANDED OFF TO STL APCH; THE CAPT ADVISED THE CTLR THAT WE WERE UNABLE TO RECEIVE THE ATIS. THE CTLR ACKNOWLEDGED THAT THE ATIS WAS OTS AND PROVIDED THE WIND AND ALTIMETER SETTING; ADVISING US TO EXPECT RWY 12L. AS WE APCHED STL; WE WERE TOLD TO TURN TO A HDG OF 120 DEGS AND TO SLOW TO 170 KTS -- LEAVING US 19 MI FROM THE ARPT AND 2500 FT HIGH ON PROFILE BY THE TIME WE SLOWED TO 170 KTS. AT APPROX 14 MI OUT WE WERE CLRED FOR THE VISUAL RWY 12L. RWY 12L ILS WAS NOT ON THE AIR; SO RADIOS WERE TUNED TO RWY 12L LDA; SINCE WE APCHED FROM THE W NO COURSE GUIDANCE WAS AVAILABLE BUT DME TO THE FIELD WAS. ON PROFILE; FLT PATH WAS REJOINED AT APPROX 2000 FT AGL. 2 SETS OF RWY LIGHTS WERE CLRLY VISIBLE AND I LINED UP ON AND LANDED ON THE RWY TO THE L. THIS TURNED OUT TO BE RWY 13; THE RWY TO OUR R WAS RWY 12L; AND RWY 12R WAS CLOSED AND UNLIGHTED UNBEKNOWNST TO US. TWR HAD CLRED US TO LAND ON RWY 12L. CORRECTIVE ACTION: 1) TWR WAS UNAWARE ATIS WAS OTS. 2) APCH KNEW ATIS WAS OUT BUT DIDN'T RELAY NOTAM INFO TO US OR THE ACFT LNDG BEHIND US. 3) ILS TO THE ACTIVE RWY SHOULD HAVE BEEN AVAILABLE.
