WX CAVU ENTIRE E COAST. HIGH WINDS AND LOW LEVEL WIND SHEAR. RPTED WINDS ON ATIS WERE 340 DEGS; 15 KTS; GUSTING 25. ILS APCH TO RWY 06 LNDG ON RWY 01. PREVIOUS ACFT (SMALL JET) RPTED APPROX PLUS OR MINUS 10 KTS ON FINAL AND VERY ROUGH RIDE. I SET UP ON BASE LEG WITH APCH FLAPS (1/2) DUE TO HIGH WINDS. CRAB APCH TO 100 KTS AT THRESHOLD -- AT FLARE 85-80 KTS ALIGNED ACFT WITH CTRLINE FROM L CRAB -- JUST AT TOUCH DOWN A STRONG GUST LIFTED R WING OR LOWERED L WING TO CAUSE ME TO HIT L MAIN AND NOSE SIMULTANEOUSLY -- PORPOISED INTO AIR -RELANDED; TAXI TO PAX PICKUP. SHUT OFF R ENG FOR PAX BOARDING (1). FLEW 1.4 HRS TO ORF. ON SHUT DOWN DISCOVERED L PROP STRUCK GND -- CURLED ALL 3 BLADES ABOUT 1-2 INCHES. VERY SIMILAR WIND CONDITIONS AT ORF BUT LESS XWIND -- LNDG NOT HARD AT ORF. SUSPECT PROP STRIKE ON BOUNCE AT TEB DUE TO LOW LEVEL WIND SHEAR AND SUDDEN GUST AT FLARE. GEOMETRY AGGRAVATED DUE TO 1/2 FLAPS AND LOWER AT FLARE. NO PLT FACTOR OR FATIGUE INVOLVED. PLENTY OF REST NIGHT BEFORE. FLT TIME FROM ITH -- TEB EQUALS 0.8 -- ABSOLUTELY CLR WX. NO WAKE TURB. JUST A REAL INOPPORTUNE LEVEL GUST AND WRONG FLAP CONFIGURATION (SHOULD HAVE BEEN FULL DOWN) CONTRIBUTED TO THIS INCIDENT. REPAIRS ABOUT $15K -- 3 PROP BLADES ENG TEAR DOWN -- CRANK/BEARING REPLACE. SOP CHANGE EQUALS ALWAYS LAND FULL FLAPS FOR BETTER LIFT AT TOUCHDOWN.
