ACR X MADE 2 GARS. ONE DUE TO ENG THRUST TURB THE OTHER DUE TO FOREIGN OBJECT DAMAGE ON RWY.
Narrative
ACR X GIVEN A VISUAL CLRNC TO RWY 30L; AND TOLD TO CONTACT TWR. TWR ADVISED TO SLOW TO APCH SPD (141 KTS). TWR THEN ADVISED THAT A HVY WOULD DEPART BEFORE OUR LNDG. (AT THIS TIME WE WERE APPROX OVER THE OM). WINDS WERE GIVEN AS 280 DEGS AT 10 KTS. I TOLD THE FO THE WIND WOULD CREATE A PROB REGARDING ENG TURB FROM THE HVY AND WE WILL WATCH FOR IT. AT ABOUT 100 FT AGL; AS THE HVY WAS LIFTING OFF; WE ENCOUNTERED TURB THAT WAS ROLLING MY ACFT. I EXECUTED A GAR AND TWR WAS ADVISED. STL APCH VECTORED US TO RWY 30R FOR ANOTHER APCH. WE WERE VECTORED UNDER A COMMUTER ACFT ON PARALLEL APCH TO RWY 30L; 1000 FT ABOVE US. THERE WAS NO WAY THIS ACFT COULD SEE US; AND WE WERE CONCERNED AS TO WHEN HE WAS GOING TO START HIS DSCNT. I WAS FLYING THE ILS CTRLINE FOR RWY 30R WITH THIS ACFT 1000 FT ABOVE AND OFF MY L WING. THIS WAS WITHOUT THE PRIOR CONSENT OF EITHER PLT!! WHEN WE WERE HANDED OFF TO TWR; TWR ADVISED THAT WE WERE CLRED TO LAND AND THAT THERE WAS A POSSIBILITY OF FOREIGN OBJECT DAMAGE ON THE RWY (30R). I ASKED IF THE RWY WAS CLEAN OR NOT. AGAIN; WE WERE CLRED TO LAND WITH POSSIBLY FOREIGN OBJECT DAMAGE ON THE RWY. WE WERE ADVISED THIS TIME IT (FOREIGN OBJECT DAMAGE) MIGHT BE ABOUT 2500 FT DOWN THE RWY. AT ABOUT 2000 FT AGL I ADVISED THE TWR I COULD NOT LAND ON A POSSIBLE DIRTY RWY AND THAT I WAS AGAIN MISSING THE APCH; AND REQUESTED A VECTOR/ALT. TWR SEEMED UPSET ABOUT OUR MISSED APCH. DEP/APCH VECTORED US FOR A CLOSE-IN VISUAL TO RWY 24. WE LANDED WITHOUT FURTHER PROBS. OTHER ACFT STARTED TO NOT ACCEPT RWY 30R WITH THE POSSIBLE FOREIGN OBJECT DAMAGE. DURING TAXI TO GATE; WE OVERHEARD A GND VEHICLE ADVISE GND CTL THAT A 'SET OF CHOCKS' WAS FOUND ON THE RWY!! DURING THIS WHOLE TIME THE TWR PERSONNEL SOUNDED LIKE THEY WERE ALSO BEING PUSHED AND WERE GETTING BEHIND THE TFC.
