RPTR TAXIED ACROSS AN ACTIVE RWY WITHOUT A CLRNC.
Narrative
ALL PRIOR TO TKOF CHKLISTS WERE COMPLETE. IN ANTICIPATION OF ICING CONDITIONS ENRTE I WAS TESTING DEICE AND ANTI- ICE SYS. RECEIVED CLRNC TO TAXI TO RWY 17R INTXN Y. WE DID AND HELD SHORT AT INTXN Y MONITORING TWR EXPECTING TWR TO CLR US TO TAXI TO RWY 13L; THE STANDARD DEP RWY FOR TURBOPROP AND COMMUTER ACFT. TWR CLRED AN MD-80 TO POS AND HOLD RWY 17R FULL LENGTH. UPON HEARING TWR ISSUE A POS AND HOLD CLRNC; I CONCLUDED THAT TWR WOULD EITHER CLR US ACROSS RWY 17R OR WOULD GIVE THE MD-80 A TKOF CLRNC. I TERMINATED THE DEICE AND ANTI-ICE TEST BY SHUTTING DOWN THE ANTI-DEICE EQUIP. I DID NOT PAY ATTN TO OTHER XMISSIONS FROM THE TWR TO OTHER ACFT. TWR THEN ISSUED THE FOLLOWING CLRNC AS BEST AS I CAN REMEMBER. ACR XXX AND ACR X FLT XXX (WE'RE THE ACR X FLT) CROSS RWY 17L AND TAXI TO RWY 13L. I HAD 1 ENG FEATHERED AS PER COMPANY POLICY WHEN USING HIGH PRESSURE BLEED FROM THAT ENG TO HELP COOL THE CABIN; SO XING THE RWY 17R TOOK LONGER THAN US ALL. I LOOKED L TO CHK THE MD-80 STILL IN POS AND HOLDING; AS VERIFIED BY TAXI AND LNDG LIGHTS OUT (IT WAS NIGHT). HALFWAY ACROSS THE RWY I SAW THE MD-80 LIGHTS HAD TURNED ON. I SAID; 'BUMMER.' THREE QUARTERS ACROSS THE RWY THE MD-80 WAS ROLLING TOWARDS US. I COULDN'T UNDERSTAND WHY HE WASN'T STOPPING. I COULDN'T GET ACROSS THE RWY ANY FASTER. FINALLY THE MD-80 XMITTED THAT HE WAS STOPPING HIS TKOF ROLL BECAUSE OF ACFT XING RWY. I BELIEVE TWR THOUGHT WE WERE HOLDING SHORT OF RWY 17L; AS WAS THE OTHER ACFT THAT RECEIVED CLRNC TO TAXI TO RWY 13L. I DID NOT HEAR TWR ISSUE TKOF CLRNC TO THE MD-80. AT THIS ARPT; TWR ROUTINELY ISSUES CLRNCS TO TAXI TO RWYS THAT INVOLVES A TAXI ACROSS ACTIVE RWYS WITH A 'CLR TO' OR 'TAXI ACROSS RWY X TAXI TO RWY Y.' I DID RECEIVE A NON-RESTR CLRNC TO TAXI TO A RWY BUT IT DID OMIT THE ADDITIONAL; BY PROTOCOL; ADDENDUM; 'CROSS RWYS X AND Y TAXI TO RWY Z.' I DIDN'T CATCH THIS OMISSION UNTIL I RE- HASHED THE EVENTS WITH MY FO.
