ACR ALMOST HAS TXWY EXCURSION DUE TO WIND AND WX.

Narrative

WX: LOW CEILINGS AND VISIBILITY; WINDS 170 DEGS 25 KTS; FREEZING RAIN. MINUS 5 DEGS C. DE-ICED WITH TYPE I AND ANTI-ICED WITH TYPE II AND 100 PERCENT AT GATE. STARTED ENGS NOT ENOUGH TIME TO TAXI TO RWY 18 WITHIN HOLDOVER TIME. THEREFORE; RE-APPLICATION OF TYPE II (100 PERCENT) WITH ENGS RUNNING. TXWYS RPTED EXTREMELY ICY. SANDING TRUCKS PRECEDED ACFT TO RWY 18 SANDING TXWY 'H' ALL THE WAY TO RWY 18. ACFT HELD SHORT OF RUNUP PAD ON 'H' TO ALLOW GND VEHICLES TO MANEUVER CLR. NOW HDG 360 DEGS ON TXWY 'H.' RELEASED BRAKES AND TURNED ONTO TXWY 'H' (HDG 270 DEGS). THE COMBINATION OF 25 KTS OF WIND FROM THE S AND ICY TXWYS CAUSED THE ACFT TO WX-VANE TO THE L (HDG 230 DEGS). BRAKE RESPONSE AND NOSE STEERING RESPONSE WAS IL. ACFT CAME TO A STOP ON EDGE OF TXWY SHORT OF RWY 18. SANDING TRUCKS APCHED ACFT AND COMMUNICATED THROUGH GND CTL FREQ. THEY CONFIRMED THAT THERE WAS NO DAMAGE TO TAXI LIGHTS; THEN SANDED THE AREA JUST FORWARD OF NOSE AND MAIN WHEELS. MANEUVERED ACFT ON MAIN PORTION OF TXWY SHORT OF RWY 18; THEN ONTO RWY 18 FOR TKOF. TKOF AND REMAINDER OF FLT WERE UNEVENTFUL.
