Narrative
AFTER A LCL VFR FLT IN THE TAMPA BAY AREA; WE LANDED ON RWY 3 AT TPF. ON ROLLOUT AS WE PASSED THROUGH THE RWY 3/35 INTXN; A YELLOW AND WHITE C172 LIFTED OFF APPROX 150 FT SHORT OF THE INTXN. RIDING IN THE COPLT'S SEAT AS AN OBSERVER; MY REACTION WAS OH XXXX AND DOUBLED OVER IN THE SEAT TO MINIMIZE PERSONAL INJURY. AFTER IT WAS APPARENT THAT THERE WAS NO COLLISION I SAT UP AND THE PLT ASKED WHAT WAS WRONG. I POINTED OUT HIS WINDOW; HIS BREATH WAS GASPING AND A FEW SPONTANEOUS WORDS WERE UTTERED. NEXT HE KEYED HIS MIKE SWITCH AND ASKED IF THE ACFT WAS ON THE FREQ AND THE PLT REPLIED; HE SAW US! WE WATCHED THE ACFT DEPART STRAIGHT OUT RWY 35 AND WE CONTINUED TO ATTEMPT RADIO CONTACT. HE CONTINUED STRAIGHT OUT AND CLBED TO APPROX 1700 FT AND TURNED EBOUND. AT THIS TIME WE MONITORED 119.9 AND 134.25 -- LCL TAMPA APCH CTL FREQS -- TRYING TO PICK HIS IDENT ON APCH CTL; TO NO AVAIL. HE APPARENTLY PENETRATED TAMPA'S CLASS B AIRSPACE AND KEPT ON GOING. NEXT I CONTACTED TAMPA APCH CTL BY LANDLINE AND ADVISED THEM OF SIT. I ASKED FOR HIS N-NUMBER SO I COULD CONTACT THE ORLANDO FSDO FOR A CONFERENCE.
