COMMUTER FLT'S ACFT POS PITCH BECOMES EXCESSIVE ON TKOF PROC; PIC MAINTAINS CTL BUT RUNS OUT OF STABILIZER TRIM IN PROCESS.

Narrative

FLT LAX - TIJ. I WAS GIVEN PAX LOAD OF 17 ADULTS; 2 CHILDREN; AND 1 INFANT. THE BAG LOAD WAS 775. I ELECTED TO PUT 200 LBS IN THE NOSE COMPARTMENT WITH THE REMAINDER IN THE TAIL. THERE WAS ABOUT 100 LBS OF CARRY-ON WHICH WENT IN THE TAIL. UPON ROTATION; THE ACFT PITCHED UP VERY EARLY AND CONTINUED THROUGH THE CLB. I EVENTUALLY RAN OUT OF TRIM AND MAINTAINED ACFT CTL THROUGH MY OWN INPUTS. THE ACFT FELT WAY OUT OF CG BUT NOT UNCTLABLE. THE LNDG WAS NORMAL. AFTER UNLOADING THE AFT COMPARTMENT I ADDED THE BAG WTS; WHICH TOTALED 1110 LBS; PLUS A BAG WITHOUT A WT ON IT. IT FELT LIKE IT COULD HAVE BEEN CLOSE TO 80 LBS; BRINGING THE TOTAL CLOSE TO 1200 LBS. THE LIMITATION OF THE TAIL COMPARTME NT IS 850 LBS -- 350 LBS OVER. I RPTED THE SIT TO THE DIRECTOR OF OPS WHO RPTED IT TO THE RAMP MGR. I BELIEVE THAT THE RAMP PERSONNEL THAT LOADED THE ACFT DIDN'T HAVE THE PROPER TRAINING OR UNDERSTANDING OF THE WT LIMITATION OF THIS ACFT. THE RAMP MGR HAS NOW INSTITUTED A NEW PROC WHERE THE BAGS WILL BE COUNTED; VERIFIED; AND SIGNED FOR BEFORE THE ACFT IS RELEASED. I; HOWEVER; WILL VISUALLY COUNT AND CHK ALL BAGS MYSELF REGARDLESS OF MAINTAINING TIMELY DEPS.
