OPDEV UGA BELOW MVA.

Narrative

ON SECTOR 7 DURING THE USUAL XA00 PM PUSH; SLC APCH CTL MANDATED THAT THE ZLC SECTOR 7 CTLR FEED ALL ACFT FILED LESS THAN 230 KTS TO THEM ON V21 REGARDLESS OF HOW THEY WERE FILED. THIS OP IS NOT COVERED BY A LOA BTWN ZLC AND SLC APCH. DURING THIS OP SLC APCH 'SHUT OFF' ARRS FROM ZLC SECTOR 7 (DUE TO MEDICAL EMER). AS A RESULT; I HAD TO VECTOR MANY ACFT TO PREVENT THE ACFT FROM PENETRATING APCH AIRSPACE; AND TO KEEP SEPARATION. A C208 AT 11000 FT MSL WAS VECTORED TO A 360 DEG HDG FOR A TFC SIT. WHILE ON THE HDG I ASSIGNED; THE C208 ENTERED AN AREA WHERE MY MINIMUM IFR ALT IS 11700 FT. THE MSAW WAS ACTIVATED AND I VECTORED THE ACFT TO LOWER TERRAIN. A HIGHER ALT WAS NOT AVAILABLE DUE TO TFC AT 12000 FT. THE MAIN FACTOR FOR MY ERROR WAS DUE TO HIGHLY IRREGULAR ARR PROCS IMPOSED BY SLC APCH. AND THE POOR PROCS USED BY ZLC TMU (ALLOWING THE NUMBER OF ACFT THAT WERE IN SECTOR 7 AT THE TIME). NO ACTIVE GND DELAY PROGRAM WAS IN PLACE AT THE TIME OF REDUCED ACCEPTANCE BY SLC APCH. THE WHOLE SIT WAS AVOIDABLE BY USING STANDARD PROCS AGREED UPON IN THE LOA BTWN THE 2 FACILITIES.
