ALTDEV. ACR X XING RESTRICTION NOT MET. NON ADHERENCE TO ATC CLRNC.

Narrative

ACR X CLRED TO INTXN 55 E ROBBINVILLE AT 10000 FT. FOR SOME REASON IN MY PLANNING; I WAS FIGURING 50 E. WHEN FO BROUGHT IT TO MY ATTN IT WAS TOO LATE TO MAKE ANY ADJUSTMENTS TO CROSS 55 E AT 10000 FT. HE ASKED IF HE SHOULD TELL ATC. MY RESPONSE WAS NEGATIVE; AS I FELT IF IT WAS A PROB; ATC WOULD HAVE CONTACTED US. NOTHING WAS SAID BY ATC. AFTER THINKING ABOUT THE SIT; I DECIDED I SHOULD HAVE HAD FO COMMUNICATE WITH ATC TO MAKE SURE THERE WAS NO CONFLICT. COMPLACENCY ON MY PART WITH TCASII AND ISLAND OP BEING SUCH THAT WE USE THIS TCASII A LOT TO DO OUR OWN CTLING. RETURNING TO A 'REAL' RADAR ENVIRONMENT IN HVY TFC AREA WAS A MISTAKE TOO NOT COORD WITH ATC EVEN WHEN NO TCASII TARGETS WERE PRESENT. SUPPLEMENTAL INFO FROM ACN 294736: WE WERE GIVEN A XING RESTRICTION FOR OUR DSCNT WHICH WE DID NOT MAKE. OUR RESTRICTION WAS TO CROSS 55 MI E OF RBV VOR AT 10000 FT. WE WERE AT APPROX 12500 FT OVER THE FIX. I STATED MY DOUBTS OF OUR BEING ABLE TO MAKE THE DSCNT TO THE CAPT; BUT HE FELT HE COULD MAKE IT. I BELIEVE A STRONGER THAN ANTICIPATED TAILWIND PLAYED A LARGE ROLE IN THIS OCCURRENCE.
