Narrative
WE WERE PROCEEDING ALONG THE V-143 TOWARDS ROBRT INTXN AND TALKING TO ZNY. THE CTLR GAVE US A HDOF TO DULLES APCH AT 1 MI FROM ROBRT. DUE TO FREQ CONGESTION WE COULD NOT IMMEDIATELY CHK-IN. AT 26 DME (ROBRT) I INITIATED A STANDARD RATE TURN (AUTOPLT) TO DIRECT AML. BY THE TIME WE CHECKED-IN I WAS ROLLING OUT OF THE TURN; THE DULLES CTLR SAID 'TURN L TO 180 DEG HDG YOU'RE IN RESTR AIRSPACE - R-4009 ACTIVE TO 12000 TODAY.' I DESELECTED THE AUTOPLT AND MADE THE TURN TO 180 DEG WITHOUT DELAY. R-4009 OVERLAYS P-40 (CAMP DAVID) AND IS NOT NORMALLY ACTIVE; BUT WHEN IT IS CTLRS NORMALLY POINT IT OUT DUE TO THE PROX TO ROBRT INTXN. BOTH COCKPIT VOR RECEIVERS INDICATED WE WERE ON V-143 CTRLINE; WHICH DOES NOT PENETRATE R- 4009. AFTER THE FLT THE FO AND MYSELF COMPARED NOTES AND DEDUCED THAT WE DID EVERYTHING WE COULD TO FLY THE PLANNED ROUTING AND THAT WE DID NOT PENETRATE R-4009 ACCORDING TO COCKPIT INSTS. CONTRIBUTING FACTORS: NO MENTION OF R-4009 IN MY COMPANY WX PACKAGE; NO PRIOR WARNING FORM ANY CTLR OF ACTIVE AREA; NO MENTION OF BEING OFF COURSE; IF I WAS; THE PROX OF ROBRT (GATEWAY TO IAD) TO R-4009. SUGGESTIONS TO PREVENT A REOCCURENCE: APPLY PART 121 TO COMMUTERS SO WE WILL GET A DISPATCH RELEASE AND A GUARANTEE THE DISPATCH WILL HAVE REPONSIBILITIES; REQUIRE CTLRS TO GIVE RESTR AREA INFO WHEN IT LIES WITHIN 10 NM OF THE AIRWAY; MAKE HYPER INXN (8 NM NE OF ROBRT) THE HDOF POINT WHEN R-4009 ACTIVE; OR LOWER THE CEILING OF R-4009 TO ACCOMODATE DULLES ARR (IFR PREFFERED ROUTINGS).
