RPTR EXPERIENCES NMAC ON XWIND IN PATTERN OF TWR CTLED ARPT.
Narrative
UPON TKOF FROM RWY 7 AND WHILE EXECUTING A XWIND TURN WITHIN THE FLT PATTERN OF THE LAS VEGAS N ARPT A CONVERGING ACFT OF UNKNOWN IDENT (A CESSNA) CROSSED OUR FLT PATH WHILE APPARENTLY ON A DOWNWIND LEG FOR RWY 7. IT IS NOT KNOWN WHETHER THE CTL TWR OBSERVED THIS INCIDENT PRIOR TO OR AT THE OCCURRENCE SINCE NO COMS WERE HEARD PRIOR TO OR IMMEDIATELY AFTER. IT SHOULD BE NOTED WE WERE EXPERIENCING RECEPTION DIFFICULTIES DUE TO AN INTERMITTENT AUDIO CONNECTION. FURTHER WE DID NOT HEAR THE SECOND ACFT AT ANY TIME ANNOUNCE THEIR POS OR ENTRANCE INTO THE PATTERN OR LNDG INTENTIONS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THERE IS CONFUSION HERE BECAUSE THE TWR CLOSES PRIOR TO THE LCL TIME SHOWN ON THE RPT. THE TIME SHOWN WAS ZULU. IF THE TWR WERE CLOSED THAT WOULD EXPLAIN NOT HEARING ANY CALLS FROM THE TWR BEFORE OR AFTER THE INCIDENT. A NEW INTERCOM WAS INSTALLED AT THE ARPT PRIOR TO DEP AND THOUGH A RADIO CHK AND TKOF CLRNC WERE RECEIVED PRIOR TO TKOF THE NEW INTERPHONE MAY EXPLAIN THE LACK OF TWR COM ACTIVITY. THE RPTR WAS FLYING A BEECH SIERRA WHICH IS THE RETRACTABLE VERSION OF THE MUSKATEER. THE PLT WITH THIS EXPERIENCE LEVEL MAY HAVE BEEN LESS VIGILANT WHILE PERFORMING THE AFTER TKOF CHORES OF HIS COMPLEX AIRPLANE. DURING THE CALL BACK HE MENTIONED THE OVERWHELMING CONGESTION AND ACTIVITY DURING THAT AFTERNOON WITH THE 2 COMMERCIAL ARPTS AND THE MIL ARPT IN THE CLOSE PROX. HIS CORRECTIVE ACTION IS TO ATTEMPT TO BE MORE VIGILANT OUTSIDE THE ACFT. HE DID NOT ATTEMPT TO CONTACT THE TWR AFTER THE EVENT AND HAS HAD NO FURTHER CONTACTS REGARDING THE PROB.
