TAXIING TFC; LOST ON THE GND AT TUCSON.

Narrative

CLRED TO TAXI TO RWY 11L. RTE WAS NW ALONG PARALLEL TXWY. FIRST TIME TO OPERATE ON THIS PART OF ARPT AT NIGHT. USING ARPT DIAGRAM WE TAXIED TOWARD APCH END OF RWY 11L. WE HELD SHORT OF RWY 3/21 AS WE REALIZED WE WERE DISORIENTED. GND MADE THE FOLLOWING SIMILAR XMISSION; 'X YOU'VE PASSED. 2 TXWYS WHERE ARE YOU GOING.' WE WERE THEN GIVEN INSTRUCTION TO TURN L ON RWY 21 AND CLRED FOR TKOF OR RWY 11L. CONTRIBUTING FACTORS: 1) CREW DISORIENTATION ON UNFAMILIAR ARPT. 2) GND CTLR KNOWINGLY ALLOWING US TO TAXI PAST OUR DEP RWY AND TOWARD AN ACTIVE RWY WITHOUT PROVIDING TIMELY DIRECTIONS. A CONVERSATION AFTER TKOF REVEALED A 'THREAT' BY GND CTLR TO FILE A PLT DEV FOR XING AN ACTIVE RWY WITHOUT PERMISSION. THE RWY IN QUESTION (RWY 3/21) WAS NEVER ENTERED UNTIL PERMISSION WAS GIVEN BY GND. OBSERVATIONS: THIS INCIDENT LEFT ME WITH THE IMPRESSION THAT AT TUCSON; THE ATTITUDE IS; 'US AGAINST THEM.' I HOPE THIS IS NOT THE CASE. EVERYONE NEEDS ASSISTANCE FROM TIME TO TIME BY THE CTLING AGENCY IN ACCOMPLISHING SAFE FLT OPS.
