RAMP OP ACFT PARKING PROC INTERRUPTED BY GND CREW WALKING ACROSS ON RAMP. TAXIING TFC.

Narrative

I WOULD LIKE TO TAKE A MOMENT TO RELAY AN INCIDENT OF WHICH SHOULD BE BROUGHT TO THE PROPER AUTHORITIES. THE CAPT AND I WERE TAXIING IN TO GATE AT MIA. WE WERE INSTRUCTED TO HOLD SHORT OF OUR GATE WHILE FLT WAS PUSHED OUT OF GATE. AS INSTRUCTED; WE WAITED UNTIL THE PUSH WAS COMPLETE; THE TUG RELEASED; AND PUSH CREW CLR. CLR; THAT IS; EXCEPT 1 MEMBER OF THE PUSH CREW. THIS INDIVIDUAL KNEW WE WERE MOVING TOWARD OUR GATE (AND HIM) AND PROCEEDED TO WALK IN A VERY SLOW MANNER IN FRONT OF OUR ACFT. AT FIRST; I BELIEVED HE WAS GOING TO CLR OUR WING PAST THE OTHER FLT'S NOSE. WE HAD TO APPLY FULL BRAKES AND STOP THE ACFT. EVEN AFTER OUR STOP; THE INDIVIDUAL CONTINUED AT HIS ORIGINAL PACE AND REFUSED TO LOOK AT US OR ACKNOWLEDGED OUR PRESENCE. HE SIMPLY STROLLED IN FRONT OF A 60 TON AIRLINER WITH HIS EAR PROTECTORS IN 1 HAND AND A PAIR OF WANDS IN THE OTHER. I ESTIMATE WE HAD TO STOP FOR APPROX 40-45 SECONDS FOR THIS. BEHAVIOR SUCH AS THIS IS SIMPLY INEXCUSABLE. THIS WAS A CHILDISH AND VERY DANGEROUS PWR PLAY AND SHOULD NEVER BE SEEN ON ANY AIRLINE RAMP; CERTAINLY NOT AN ACR X RAMP. BEHAVIOR LIKE THIS IS AN EMBARRASSMENT TO THE GND CREWS WHO WORK HARD TO DELIVER PROFESSIONAL SVC AND; IF THIS INDIVIDUAL COULD BE FOUND; WE WOULD HAVE SUGGESTED AN ALTERNATIVE FORM OF EMPLOYMENT.
