EXCESSIVE SPD BELOW 10000 FT FLC CORRECTED SPD TO 250 KTS.
Narrative
ON GORMAN 1 DEP FROM LAX; DEP CTLR ASSIGNED US TO CLB TO 9000 FT AND MAINTAIN 250 KTS. HEADING INTO A SETTING SUN; I WAS USING THE TCASII DISPLAY TO ASSIST IN VISUALLY OBTAINING ACFT WHICH MIGHT BE A CONFLICT DURING OUR CLB. THE WAKE FROM A PRECEDING ACFT CAUSED A BRIEF ENCOUNTER WITH LIGHT CHOP. ABOUT THIS TIME I OBSERVED THE AIRSPD INCREASE SLIGHTLY ABOVE 250 KTS; BUT WAS NOT CONCERNED AS I HAD ALREADY OBSERVED FO INCREASING PITCH TO CTL THE SPD; AND RETURNED MY ATTN TO TFC WATCH. THE HIGHEST SPD I OBSERVED WAS 253 KTS; AND DID NOT AGAIN OBSERVE A SPD IN EXCESS OF 250 KTS WHILE STILL SPD RESTR. THERE WAS NO CONFLICT WITH TFC AT THIS TIME; AND SAFETY WAS NOT COMPROMISED. TO THE ACR INSPECTOR SITTING IN THE COCKPIT JUMPSEAT; HOWEVER; THIS WAS A NOTABLE VIOLATION OF FAR RESTRICTING AIRSPD TO 250 KTS BELOW 10000 FT MSL. CONTRIBUTING FACTORS: ENCOUNTER WITH WAKE OF PRECEDING ACFT. ATTEMPTING TO MAINTAIN CTLR ASSIGNED SPD PRECISELY. TECHNIQUE FOR FUTURE AVOIDANCE: WHEN ASSIGNED 250 KTS; MAINTAIN A SPD SLIGHTLY LESS THAN THIS UNTIL REACHING 10000 FT MSL. THIS WOULD ALLOW A BUFFER FOR ANY SLIGHT INCREASE IN SPD WITHOUT EXCEEDING THE FAR 250 KT LIMIT.
