NMAC BTWN AN SMA AND ROTARY WINGED TFC AT A NON TWR ARPT.

Narrative

HELI WAS DEPARTING THE RAMP AREA DIRECTLY TO THE N. AIRPLANE WAS DEPARTING 'RWY 5.' THERE WAS A RADIO CALL MADE BY THE HELI OF HIS INTENTION TO DEPART THE RAMP AT ELOY TO THE N. NO CALL WAS HEARD FROM THE AIRPLANE AND HIS INTENTIONS. THE VISIBILITY WAS SLIGHTLY OBSTRUCTED BY A 'PARACHUTE JUMPING ACTIVITY' BUS THAT HAD DRIVEN OUT ON TO THE TXWY. THIS DID INDEED HIDE THE DEPARTING AIRPLANE; FROM THE HELI PLT'S VIEW. THE HELI PLT DEPARTED THE RAMP NBOUND AND MISSED THE AIRPLANE BY APPROX 100 FT. I (THE HELI PLT) UNDERSTAND THAT IT IS MY DUTY TO AVOID THE FLOW OF FIXED WING TFC IN THIS SIT AND I TAKE 75 PERCENT OF THE RESPONSIBILITY. HOWEVER I BELIEVE 25 PERCENT OF THE FAULT SHOULD BE BLAMED ON THE FIXED WING PLT FOR NOT MAKING A RADIO CALL OR LISTENING TO THE HELI PLT'S RADIO CALL. (THE FIXED WING DID HAVE A RADIO; BECAUSE AFTER THE INCIDENT OCCURRED THE FIXED WING PLT GOT ON THE RADIO; ASKING FOR THE HELI'S TAIL #). THE OTHER 25 PERCENT OF THE BLAME SHOULD GO TO THE PARACHUTING SCHOOL FBO; FOR ALLOWING 1 OF THEIR BUSES TO BE OPERATED ON A RWY ACCESS TXWY (PARALLEL TXWY) JUST TO SAVE A FEW BUCKS; SO THE JUMP ACFT DON'T HAVE TO TAXI BACK TO THE FBO TO PICK UP AND DROP OFF PAX.
