IFR FLT FROM HAF; VA TO MIE; IN; WITH POSSIBLE STOP BEFORE FINAL DEST OF EKM; IN. WX AT EKM; SBN; IN WAS 1000 FT OVCST; 3/4 MI LIGHT RAIN AND FOG; SBN - 700 FT OVCST 1 MI; FOG TEMP 32 DEGS. DUE TO THIS I STAYED ON A SOUTHERLY RTE - MORGANTOWN; DAYTON; MIE. AT 5000 FT MSL; CHKED WX IN FLT AND BEYOND MORGANTOWN; MIE; HAD DROPPED TO 600 FT OVCST; FOG 3 MI; WITH WINDS FROM SE AT 14-16 KTS. INDY RADAR WAS OUT SO HAD TO FLY V-RTES VERSES RNAV DIRECT. DAYTON APCH DID NOT TURN ME OVER TO ZID TILL ABOUT 8-10 MI TO WINNO INTXN ON V-192. THE TIME THE CTLR ESTABLISHED THAT I WANTED THE ILS RWY 32 TO MIE I WAS ABOUT 3-4 MI TO WINNO. SHE GAVE ME THE HDG AND I REQUESTED A GOOD RUN AT THE MARKER SINCE I WAS RIGHT AT MY PERSONAL MINIMUMS 600 FT; 2-3 MI WITH THE WINDS; STRONGER THAN RPTED; A MISS AT MIE BY ANOTHER PLANE; AND A SECOND ONE HOLDING. I HAD BEEN SOLID FOR APPROX 3 HRS; AS SHE CLRED ME FOR THE ILS RWY 32 MIE; ALTHOUGH PLANE WAS SLOWED UP; WITH THE DOWNWIND APCH; I BLEW THROUGH THE LOC AND BY THE TIME I GOT BACK ON LOC; WAS TOO HIGH AT THE MARKER; MIE TWR NOW RPTING 500 FT AND 1 MI. THEREFORE; I DECLARED A MISS; POWERED UP AND THE AUTO TRIM WAS STUCK NOSE HIGH. APCH/OR CTR ALSO GAVE ME A BLOCK ALT OF 3-4000 FT. AFTER GETTING AIRPLANE UNDER CTL; I DECLARED EMER SINCE I WAS NOT SURE OF THE TOTAL PROB; I REQUESTED VECTORS FOR INDY INTL. ALL CTLRS TWR; APCH PEOPLE WERE VERY HELPFUL AND REASSURING AND I COMPLETED ILS RWY 23R TO INDY WITHOUT FURTHER INCIDENT. MY THANKS TO ALL. COMPLETED TRIP TO EKM ON MAR/XX/95 AM.
