1 ENG OUT FERRY FLT TO MAINT BASE.
Narrative
ON MAR/TUE/94 I WAS ASKED BY MY COMPANY'S DIRECTOR OF OPS TO FLY AS A FO ON A 1-ENG INOP MAINT FERRY FLT FROM WMKP- WMKK. THIS FLT WAS REQUIRED TO POS THE ACFT TO A MAINT FACILITY FOR #3 ENG REPLACEMENT. A FEW DAYS EARLIER; ENG #3 FAILED DURING A TKOF RESULTING IN A LOW SPD ABORTED TKOF. THAT SPECIFIC CREW WAS ASKED TO OPERATE THIS 1-ENG INOP FERRY FLT. HOWEVER; THEY DECLINED DUE TO LACK OF PREVIOUS 1-ENG INOP FERRY TRAINING ON THE MD-11. ANOTHER CAPT AND MYSELF WERE SELECTED FOR THE MISSION. THE SELECTED CAPT OF THIS FERRY FLT WAS A SENIOR LINE PLT WHO WAS PREVIOUSLY AN MD-11 CHK CAPT. NOTE: AT THE PRESENT TIME; I AM AN MD-11 LINE CAPT WHO WAS ASKED TO FLY AS FO ON THIS PARTICULAR FERRY FLT. WITH REF TO OUR COMPANY FLT TRAINING GUIDE AND MD-11 FCOM WE HAVE NO APPROVED TRAINING PROGRAM FOR OUR MD-11 CREWS. HOWEVER; WE WERE PREVIOUSLY TRAINED ON DC-10 1-ENG INOP FERRY FLTS A FEW YRS AGO. I INFORMED THE DIRECTOR OF OPS ABOUT THE LACK OF TRAINING. I WAS INFORMED THAT THEY WOULD SEND A 32 PAGE TRAINING PROGRAM INCLUSIVE OF PERFORMANCE CHARTS AND ALL THE REQUIRED DATA TO PERFORM THIS FLT SAFELY. ALSO; WE WOULD BE BRIEFED BY OUR SENIOR CHK CAPT FAMILIAR WITH MD- 11 FERRY OPS AND AN ORAL REVIEW OF PERFORMANCE DATA CONCERNING THIS FLT. I WOULD LIKE TO NOTE WE WERE CHOSEN BY MGMNT TO OPERATE THIS FLT ON A VOLUNTARY BASIS ONLY. THE CAPT AND MYSELF DISCUSSED THIS IN DETAIL AND WE BOTH VOLUNTEERED TO ACCEPT THIS FLT. AFTER REVIEWING THE 32 PAGE PROGRAM AND THE CONFERENCE BRIEFING FROM THE CHK CAPT WE DECIDED WE HAD SUFFICIENT TRAINING AND INFO TO OPERATE THE FLT. WE OPERATED THE FLT UNEVENTFULLY ON MAR/WED/95 IN ACCORDANCE WITH ALL FARS AND LIMITATIONS IMPOSED FOR THIS SPECIFIC FLT. IN SUMMARY; I AM NOT AWARE OF ANY FAA REGS STATING THAT CREWS MUST BE TRAINED TO PROFICIENCY FOR SUCH OPS. THEREFORE; I AM WRITING THIS RPT WITH CONCERN REGARDING FUTURE ACTION ABOUT THE LEGALITY OF 1-ENG INOP FERRY FLTS WITH CREWS WHO HAVE NOT RECEIVED AN FAA APPROVED TRAINING PROGRAM ON THE MD-11 ACFT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR CAPT WHO PERFORMED AS THE FO FOR THE ENG OUT FERRY TO THE MAINT BASE CLARIFIED THE LOCATION WHICH WAS FOREIGN AND MOST OF THEIR OPS ARE FOREIGN. THE FERRY FLT ITSELF WAS ONLY 30 MINS AND THE RPTR WAS COMPLETELY COMFORTABLE WITH ALL ASPECTS FO THE OP. THE RPT WAS SUBMITTED FOR FUTURE REF FOR LIKE SITS WHEN AN ENG OUT FERRY FLT IS TO BE PERFORMED.
