CAPT OF AN MLG DSNDED BELOW DECISION HT BEFORE THE 'FIELD WAS IN SIGHT!'

Narrative

ON THE DFW CONVERGING ILS RWY 13R APCH. UPON REACHING DECISION HT; FO CALL 'DECISION HT FIELD NOT INSIGHT;' WITH NO RESPONSE FROM THE CAPT. FO AGAIN CALLED 'DECISION HT; FIELD NOT INSIGHT' UPON WHICH TIME THE RWY CAME INTO SIGHT AND A SAFE LNDG WAS ASSURED. WX WAS CALLED 900 FT OVCST. DECISION HT 760 FT. RESULTING APCH 75 FT BELOW DECISION HT FO WAS GOING TO CALL 'GAR' AND INITIATE THE GAR WHEN SUDDENLY THE FIELD CAME INTO SIGHT. ONCE AT THE GATE; FO CONFRONTED CAPT. CAPT SAID HE THOUGHT FO SAID 'DECISION HT FIELD IN SIGHT.' COMPANY HAS NOT IMPLEMENTED THEIR COCKPIT RESOURCE MGMNT PROGRAM. 'VERY NEAR FUTURE.' FO HAD A PLAN FOR DECISION HT CALLS; HOWEVER; THEY WERE WITH LOW DECISION HT IN MIND. FO DID NOT REACT IN THE TIMELY MANNER HE HAD PLANNED DUE TO THE HIGHER DECISION HT. FO WILL NOW REACT TO ALL DECISION HT AND MISSED APCH CALLS THE SAME UNTIL COMPANY POLICY STATES OTHERWISE. FO WILL NOW CALL 'DECISION HT FIELD NOT IN SIGHT!' IF NO RESPONSE OR ACTIONS ARE OBSERVED. A SECOND CALL WILL IMMEDIATELY FOLLOW WITH FO INITIATING THE GAR IF THE CAPT DOESN'T RESPOND IMMEDIATELY TO THE SECOND CALL AT 'DECISION HT FIELD NOT IN SIGHT; GAR.'
