Synopsis

APPARENT BRAKE FAILURE; ACFT LEFT RWY; HIT A PARKED ACFT AND STOPPED.

Narrative

I TAXIED TO THE RUN-UP AREA OF RWY 31; AND PERFORMED MY CUSTOMARY PRETKOF RUN-UP CHK WITH MY CHKLIST. AT THIS TIME EVERYTHING IN THE PLANE (INCLUDING THE BRAKES) APPEARED TO BE FUNCTIONING SATISFACTORILY. FOLLOWING THE RUN-UP; I TOOK MY PLACE IN LINE FOR DEP FROM RWY 31. WHEN I WAS CLRED FOR TKOF; I APPLIED SUFFICIENT THRUST TO START THE PLANE IN FORWARD MOTION; AND WHEN I WAS ABOUT 1/3 OF THE WAY ACROSS THE RWY; I APPLIED L RUDDER AND BRAKE PRESSURE TO TURN THE AIRPLANE BACK TOWARD THE RWY. THE AIRPLANE CONTINUED ITS FORWARD MOTION ONTO THE GRASS AT THE END OF THE TXWY. I THEN SHUT DOWN (PULLED TO THE OFF POS) THE MIXTURE; THRUST; AND RPM LEVERS; AND TRIED APPLYING THE BRAKES AGAIN IN AN EFFORT TO STOP THE PLANE ON THE GRASS. UPON APPLYING THE BRAKES; THE PLANE MOVED SLIGHTLY TO THE R AND CONTINUED ITS FORWARD MOTION. THE PLANE SLID DOWN A SHALLOW HILL AT THE EDGE OF THE RWY; CLIPPED THE WING OF A PARKED AIRPLANE; TURNED A FULL 180 DEGS AND STOPPED AFTER STRIKING. I SUSTAINED NO PHYSICAL INJURIES; AND THERE WAS NO ONE IN THE PARKED PLANE. I PROMPTLY INFORMED THE FAA; THE POLICE DEPT; AND MY INSURANCE COMPANY OF THE INCIDENT; AND REMAINED AT THE INCIDENT SCENE UNTIL NOTIFIED BY THE PROPER AUTH I COULD REMOVE AND TOW TO AN FBO (SVC) FOR EVALUATION AND SUBSEQUENT REPAIRS. WAS INFORMED NOT TO COMMENCE REPAIR ON THE PLANE UNTIL CLRED TO DO SO BY THE FAA.
