UNAUTH NIGHT OP TKOF ON RWY WITHOUT RWY LIGHTS IN OP.

Narrative

THIS WAS AN UNSCHEDULED DEP OUT OF GREER; SC (GSP) AT XB54 AM. THE TWR HAD CLOSED AT XA45 PM. WITH THE TWR CLOSED THE RWY LIGHTS ARE CTLED BY THE PLT. ON TAXI OUT I NOTICED THE RWY LIGHT TO BE ON AT DIM INTENSITY. AFTER RECEIVING OUR CLRNC FROM FLT SVC WE ANNOUNCED OUR DEP AND PROCEEDED WITH THE TKOF. AT ABOUT 60-80 KTS THE ENGINEER TURNED HIS SEAT TO THE FORWARD POS. AFTER TKOF HE INFORMED ME THAT HE DID NOT SEE THE RWY LIGHT TO BE ON. THE FO AND MYSELF DID NOT NOTICE THIS AS WE WERE CONCENTRATING ON OUR TKOF PROCS AND RWY WAS WELL ILLUMINATED BY OUR EXTREMELY BRIGHT LNDG LIGHTS. I THINK THE LIGHTS MAY HAVE GONE OFF DURING THE INITIAL PART OF TKOF WHILE THE FO AND I WERE ENGAGED IN SETTING TKOF PWR; OUR ATTN BEING DIVERTED INSIDE THE COCKPIT FOR THE SHORT TIME IT TOOK TO SET PWR AND DIDN'T NOTICE THE RWY LIGHTS WHEN WE WERE AGAIN FOCUSED OUTSIDE THE ACFT. I DO NOT BELIEVE ANY FAR'S WERE VIOLATED AS OUR OPS SPECS ALLOWS TKOF AT NIGHT WITH RWY LIGHTS NOT FULLY OPERATIONAL AS LONG AS THE VISIBILITY IS 1600 RVR (1/4 MI) OR GREATER. THIS RPT IS SUBMITTED HOWEVER IF THIS IS NOT THE CASE. SUPPLEMENTAL INFO FROM ACN 301088: I DO KNOW THE LIGHTS WERE ON WHEN WE TOOK RWY 21 FOR TKOF. I DON'T THINK WE DID ANYTHING WRONG BUT I SUPPOSE I COULD HAVE ACTIVATED LIGHTS AGAIN BEFORE WE TOOK THE RWY FOR DEP.
