NMAC. SMA SEL SEAPLANE ON GAR STRUCK ANOTHER SEAPLANE WING SITTING IDLE IN THE WATER CAUSING NO APPARENT DAMAGE TO EITHER ACFT.

Narrative

ON THE MORNING OF APR/THU/95; I WAS FLYING A PIPER J-3 SEAPLANE ON A TRAINING MISSION. 4 OTHER SEAPLANES WERE IN THE IMMEDIATE AREA ALSO DOING TRAINING. ON DOWNWIND LEG TO LNDG; I NOTICED ONE OF THE OTHER SEAPLANES ON BASE LEG TO A LNDG ON THE SAME LAKE. AS I TURNED FINAL; THE OTHER ACFT WAS XING THE SHORELINE ON A GLASSY WATER LNDG. I WAS ALSO MAKING A GLASSY WATER LNDG. AS I TOUCHED; I NOTICE THAT THE OTHER ACFT HAD MADE A FULL STOP LNDG AND WAS AT IDLE APPROX 100-200 YARDS IN FRONT OF ME. AS SOON AS MY PLANE TOUCHED DOWN; I TOOK CTL OF THE ACFT AND INITIATED A TOUCH AND GO. I ALSO MADE A SLIGHT TURN TO THE L TO BETTER SEE THE OTHER ACFT (STILL AT IDLE). AS I LIFTED OFF THE WATER; I PASSED THE OTHER ACFT AT APPROX 15-20 FT AGL. A GUST OF WIND THEN LIFTED MY L WING CAUSING IT TO DROP THE R WING. THE R WINGTIP THEN TOUCHED THE TOP OF THE OTHER ACFT'S WING. NO ONE WAS INJURED. I THEN MADE A PRECAUTIONARY LNDG TO INSPECT ANY DAMAGE. THERE WAS NONE. I UNDERESTIMATED THE TOUCH AND GO PERFORMANCE OF THE ACFT AND SHOULD HAVE EITHER GONE AROUND; MADE A FULL STOP LNDG; OR GONE TO ANOTHER LAKE.
