AN SMA TAXIED PAST A RED SIGN.
Narrative
WAS INITIALLY CLRED TO RWY 33R VIA RWY 10 AND TOLD TO HOLD SHORT OF RWY 33L. CLRNC WAS CHANGED BY GND TO S TXWY TO RWY 33R (NO HOLD SHORT INSTRUCTIONS GIVEN). SLOWED UP AS ANOTHER ACFT APCHED AND LANDED ON RWY 33L (WELL IN FRONT OF ME); BUT DID NOT ASK GND FOR PERMISSION TO TAXI PAST RWY 33L APCH SIGN. THE SIGN WAS DIFFERENT THAN THE MANDATORY HOLD SIGN PREVIOUSLY USED AND I WAS NOT AWARE THAT IT WAS A MANDATORY HOLD UNTIL ADVISED BY ATC. I APOLOGIZED TO ATC; BUT WAS RATHER FLUSTERED BY HAVING BEEN TOLD OF THIS. RAN UP ENG; TOOK OF FOR TOUCH AND GOES AND FORGOT TO CALL DOWNWIND AS INSTRUCTED BY TWR. CALLED AFTER TURNING FINAL FOR RWY 33 AND WAS CLRED FOR TOUCH AND GO WITHOUT INCIDENT. WITH REGARD TO THE RWY 33L APCH SIGN; I AM STILL NOT SURE IF A CALL WAS REQUIRED. THE AIRMAN'S INFO MANUAL SEEMS TO INDICATE THAT BEING CLRED TO A RWY WOULD ALLOW THE PLT TO TAXI PAST OTHER MANDATORY HOLD SIGNS (SUCH AS THE RWY 6/24 SIGNS). IT SHOULD BE CLARIFIED IF ATC MUST AGAIN BE CONTACTED AT A RWY APCH SIGN; WHEN THE PLT HAS BEEN CLRED PAST THAT POINT TO ANOTHER RWY WITHOUT ANY HOLD SHORT INSTRUCTIONS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTING 'STUDENT' HAS DONE ALL OF HIS FLYING AT ISP. THE TXWY SIGNS HAVE RECENTLY BEEN CHANGED TO CONFORM TO THE NEW SIGN CRITERIA SET BY THE FAA. APPARENTLY THERE IS NO NEW SIGN THAT REQUIRES A STOP OR SPECIAL PERMISSION TO PASS AS THERE WAS UNDER THE FORMER CRITERIA. CONSEQUENTLY; ISP TWR STILL EXPECTS TFC TO STOP AT A RED SIGN EVEN THOUGH THE ACFT HAS BEEN CLRED ALL THE WAY TO THE RWY. THE RPTR WILL CALL OR VISIT THE TWR TO CLR THIS DICHOTOMY.
