Synopsis

TFC PATTERN PROC - ACFT (X) REJECTS ITS TKOF WHEN ACFT (Y) MAKES APCH FROM THE OPPOSITE DIRECTION.

Narrative

WHILE OPERATING AT AN UNCTLED ARPT WITH A MULTICOM FREQ; THE PLT OF THIS PLANE WAS PREPARING TO TKOF ON RWY 18. THE INTENTIONS TO TAXI AND TKOF WERE ANNOUNCED ON MULTICOM. ONE OTHER AIRPLANE WAS OBSERVED ON A DOWNWIND LEG TO LAND ON RWY 18. NO RADIO COMS WERE HEARD FROM THE LNDG PLANE (C182). A TKOF WAS INITIATED AND THEN REJECTED AT 40 KIAS AND 1000 FT FROM THE TKOF POINT WHEN ANOTHER (3RD) PLANE (PIPER CUB) WAS OBSERVED TURNING TO FINAL - OPPOSITE DIRECTION. THE REJECTED TKOF WAS SUCCESSFUL AND THE PLANE IN THE OPPOSITE DIRECTION ABANDONED THE LNDG AND WENT AROUND. THE PLANE ON THE GND (OURS) EXITED THE RWY. THE 2ND PLANE (C182; ON DOWNWIND) HAD TURNED TO FINAL ON RWY 18 BEHIND US AND LANDED. THE 3RD ACFT ON GAR CUB FOLLOWED TO LAND. THE EVENT WAS CAUSED BY: THE 3RD AIRPLANE (PIPER CUB) LNDG OPPOSITE DIRECTION. NOT CHKING THE PATTERN FOR LCL TFC PRIOR TO TURNING BASE/FINAL. THE 3RD PLANE LNDG ON A RWY WHICH WOULD RESULT IN A TAILWIND. THE 2ND AIRPLANE (C182) DID NOT SELF-ANNOUNCE THE INTENTIONS ON MULTICOM. AN ATTEMPT WAS MADE TO DISCUSS THIS EVENT WITH THE CUB PLT AFTER THIS LNDG; BUT THE PLT COULD NOT BE LOCATED. THE CUB PLANE WAS EXAMINED BY THIS RPTR AND DID NOT HAVE A RADIO ON BOARD. PREVENTION: FOLLOW AIM PROCS FOR UNCTLED ARPTS. USE MULTICOM FOR POS RPTS. MAINTAIN CAREFUL VIGILANCE IN THE TFC PATTERN. GET RECURRENT TRAINING. THIS IS THE FIRST CLR; WARM DAY ON A WEEKEND IN 4-6 WEEKENDS AND BEGINS THE SPRING FLYING SEASON. THE NEED FOR PLTS TO REVIEW ARPT OP BASICS WILL HELP MINIMIZE THIS TYPE OF EVENT.
