GND CTL CLRED US TO 'TAXI TO RWY 19R VIA TXWY F; HOLD SHORT OF RWY 25R.' WE TAXIED FROM THE GA RAMP TO RWY 19R ON TXWY F. UPON ARR; AT THE DEP END OF RWY 19R; GND INFORMED US THAT WE HAD CROSSED AN ACTIVE RWY (25R). TXWY F; ON TAXI DIAGRAM; IN UNITED STATES TERMINAL PROCS; E CTL; VOLUME 3; MARCH/THU/95; PAGE 265; DOES NOT SHOW RWY 7L/25R AS XING TXWY F. THE RWY BEGINS S OF THE TXWY. I DID NOT SEE ANY RWY MARKINGS OR HOLD LINES WHILE ENRTE TO THE END OF RWY 19R ON TXWY F. I BELIEVE THE PROPER CLRNC ISSUED; SHOULD HAVE BEEN: HOLD SHORT OF THE EXTENDED CTRLINE OF RWY 7L ON TXWY F (IF THAT WAS GND CTL'S DESIRE). WHEN YOU ARE NOT FAMILIAR WITH AN ARPT; YOU RELY ON TAXI DIAGRAMS AND ARPT MARKINGS TO REMAIN CLR OF ACTIVE RWYS. I DO NOT BELIEVE THAT TXWY F AND RWY 7L ARE MARKED CLRLY ENOUGH TO GIVE FLCS ADEQUATE INFO WITHOUT SPECIAL INSTRUCTIONS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE CAPT STATES THAT BECAUSE OF THE SHORT TAXI RTE; THE BEFORE TKOF CHKLIST HAD BEEN COMPLETED PRIOR TO TAXIING FROM THE RAMP. THIS GAVE THE FO FREEDOM TO BE HEADS-UP IN THE TAXI PHASE; HOWEVER; HE DID NOT HAVE THE PUBLISHED DIAGRAM.
