UNAUTH PENETRATION OF AIRSPACE. ADIZ ENTERED WITHOUT CLRNC.

Narrative

AT JOSES INTXN I XMITTED THE REQUIRED POS RPT TO ZMA ON FREQ 132.3. THE ZMA CTLR ACKNOWLEDGED THE POS RPT; ISSUED AN IFF CODE; AND STATED THAT WE WERE ALREADY 7 MI INSIDE 'HER' AIRSPACE. SHE FURTHER STATED THAT IN THE FUTURE WE SHOULD CONTACT ZMA PRIOR TO ENTERING 'HER' AIRSPACE. THE CAPT INFORMED ME THAT HE HAD ATTEMPTED TO CONTACT ZMA ON FREQ 132.3 10 MINS PRIOR TO XING THE FIR BOUNDARY; BUT WAS UNSUCCESSFUL. WOULD IT BE POSSIBLE FOR LATIN AMERICAN AND UNITED STATES ATC PERSONNEL TO USE THE TELEPHONE TO COORDINATE TFC HDOFS? THIS WOULD SEEM TO BE A MUCH SAFER AND MORE EFFICIENT PRACTICE; RATHER THAN RELYING ON VHF RADIO CONTACT BTWN ACFT AND ATC. SUPPLEMENTAL INFO FROM ACN 304607: APCHING MIA FIR WHILE IN PORT AU PRINCE AIRSPACE; TRIED TO CONTACT ZMA SW OF VETMO INTXN BY APPROX 10 MI. (WE WERE STILL IN CONTACT WITH PORT AU PRINCE CTR.) COULD HEAR 3 OTHER CARRIERS WORKING MIA AND PORT AU PRINCE CTRS BUT HAD NO LUCK CONTACTING ZMA. HAD NO PROB CONTACTING CLOSER TO JOSES INTXN. ZMA ADVISED ON CONTACT WE SHOULD HAVE CONTACTED THEM SOONER! CLRNC TO CONTINUE WAS THEN RECEIVED FROM MIA. I FELT MIA COULD HEAR US XMITTING BUT WAS BUSY WITH OTHER ACFT AND WOULD GET BACK TO US MOMENTARILY WHICH WOULD NOT BE UNUSUAL IN THIS AREA OF THE CARIBBEAN.
