WT AND BAL CHANGE DURING TAXI; SPD ALTDEV.

Narrative

REVISED WT AND BAL. ATC COM CONFUSION. SPD AND ALT AWARENESS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR UNUSUALLY SUSPICIOUS OF THE 'SYS' (FAA AND ATC) AND BELIEVES THAT THEIR FOCUS IS FINDING THE PLT GUILTY UNTIL HE CAN PROVE HIS INNOCENCE. HE HAS HAD ACR INSPECTORS (ACI'S) OBSERVE HIS FLT; NOT MENTION ANY PROBS AT THE FLT TERMINATION; AND THEN LATER IS NOTIFIED OF A VIOLATION FILED AGAINST HIM. EVIDENTLY; THE SAME TYPE OF OCCURRENCE HAS HAPPENED WITH ATC WHEN NOT FOLLOWING A CLRNC OR MEETING ALT RESTRS. RPTR SAYS THAT ANY TIME AN ACI IS ON BOARD HE WILL FILE AN ASRS RPT JUST IN CASE THE ACI NOTES ANY DISCREPANCIES. THIS ANALYST SPOKE AT LENGTH WITH THE RPTR ABOUT THE INTENT AND PURPOSE OF THE ASRS AND ITS CONTRIBUTION TO AIR SAFETY. AND; THOUGH THE ASRS RPTS DO PROVIDE PROSECUTION IMMUNITY; MORE SPECIFIC INFO CONCERNING THE FLT'S PROBS IS WHAT IS NEEDED. AN ABBREVIATED RPT; AS WAS SUBMITTED; IS USELESS. RPTR SAID THAT IN THE FUTURE HE WOULD PROVIDE MORE DETAILED INFO.
