STABILIZED APCH CONCEPT IGNORED BY PIC ON ACR LGT.

Narrative

FOR SOME REASON -- WE'RE NOT SURE WHY -- WHEN WE WERE TURNED OVER TO THE TWR AT LAS WE WERE SOMEWHAT HIGH (NOT UNREASONABLY; JUST A LITTLE HIGHER THAN NORMAL); THE PF WAS SLOW TO CONFIGURE FLAPS AND GEAR. AT THE OM I SUGGESTED OBTAINING A L 360 DEG TURN TO LOSE ALT. THE PF WANTED AN S-TURN (2500 FT AGL). INSIDE THE MARKER IT WAS OBVIOUS TO ME A LNDG WAS NOT PROBABLE GIVEN THE AIRSPD REQUIRED TO GET DOWN (NOW 1500 FT AGL). PF STARTED ANOTHER S-TURN AND REQUESTED A 360 DEG TURN FROM THE TWR. AT THAT TIME THE TWR ISSUED AN IMMEDIATE R TURN TO AVOID AN INBOUND FLT OF 2 (PISTON AND PROPS). TCASII BEGAN TO ISSUE RA'S BUT WE TURNED SOON ENOUGH TO AVOID TFC. AT THIS POINT I SUGGESTED A GAR. WE WERE 1000 FT AGL; 90 DEGS TO THE RWY; FAST; AND 1 MI OUT. I SAID 'DON'T DSND; WE'RE NOT STABILIZED ENOUGH TO LAND OUT OF THIS.' PF PUSHED OVER 35 DEGS OF BANK; JOINED RWY FINAL AND AT 300 FT AGL; ROLLED OUT AND LANDED. (AT 500 FT AGL I ASKED FOR ANOTHER GAR.) TOUCHED DOWN REF PLUS 20 KTS. MAX EFFORT AND LOTS OF BRAKING. I SHOULD HAVE TAKEN THE AIRPLANE FROM HIM. THE CURRENT GUIDELINES FOR A STABILIZED APCH WERE BROACHED. THE PF WAS ON A QUEST TO LAND THIS AIRPLANE; HOWEVER; WE SCARED 184 PLUS PEOPLE FOR NO GOOD REASON. COMPANY FLT SAFETY HAS BEEN NOTIFIED.
