PREFLT INSPECTION. THIS MECH DECIDED TO REINSPECT THE UPPER WING SURFACES AFTER AN ACR INSPECTOR OBSERVES HIM CONDUCTING AN IMPROPER INSPECTION.

Narrative

THIS RPT IS FOR AN EVENT CONCERNING A PREFLT INSPECTION PROC FOR MD-80 TYPE ACFT. FLT INVOLVED WAS AN ACR FLT DEPARTING AT XA00 FROM IAH TO EWR. ALTHOUGH IT WAS OVER 80 DEGS F TEMP AND I HAD DETERMINED THAT THE TOP OF THE WING SURFACE HAD NO ICE AND WAS DRY; THE EXACT PROC FOR THIS INSPECTION CALLED OUT IN THE GMM 6-14-00 AND AMM 12- 30-01 WAS NOT FOLLOWED TO THE LETTER. AN FAA INSPECTOR (NAME UNKNOWN) WAS RIDING JUMP SEAT ON THIS FLT. HE HAD ASKED ME IF WHAT I DID WAS THE CORRECT WING CLR ICE INSPECTION PROC. OF COURSE; IT WASN'T. SO XING OUT PREVIOUS INSPECTION SIGNOFF IN THE ACFT MAINT LOGBOOK; I PROCEEDED TO REINSPECT THE UPPER WING SURFACES ACCORDING TO THE INSPECTION PROC LAID OUT IN THE GMM; INSPECTION REQUIRES THE USE OF AN APPROPRIATE SIZE STAND POSITIONED AT THE LEADING EDGE OF THE WING ABOUT 6 FT FROM THE FUSELAGE. FROM UP ON THE STAND ONE SHOULD HANDS ON FEEL AS MUCH AS POSSIBLE THE FRONT SPAR OF AREA OUTLINED IN THE GMM; FURTHER; USE OF A FIBERGLASS 'CUE' STICK TO CHK THE AFT PORTION OF DEFINED AREA WHICH HAS BEEN OUTLINED WITH ROUGH/SMOOTH STRIPING. CORRECTIVE ACTION WOULD BE TO FOLLOW GMM PROCS; PERIOD!
