MULTIPLE RWY OP INTERSECTING RWYS; ACR X HAD NMAC LTSS FROM SMA. SYS ERROR.
Narrative
ACR X ISSUED A TKOF CLRNC ON AN IFR FLT FROM RWY 30 AT PASCO. APPARENTLY; AFTER THE FACT; A BEECH SKIPPER PILOTED BY A STUDENT PLT AND CFI WERE PRACTICING TOUCH AND GOES ON RWY 3L OR 3R; BOTH INTERSECT RWY 30 MIDFIELD. ATC ISSUED NO ADVISORIES REGARDING THE TFC ON RWY 3; AND WE PROCEEDED WITH OUR TKOF. I FIRST SAW THE SKIPPER AFTER WE WERE AIRBORNE APPROX 200 FT AGL. THE BEECHCRAFT WAS IN AN AGGRESSIVE CLBING R TURN ABOUT 100 FT FROM OUR L WINGTIP. I IMMEDIATELY QUERIED THE CTLR; WHO STATED 'HE FORGOT ABOUT (THE SKIPPER)' AND THE SKIPPER WAS 'INSTRUCTED TO RPT HIS BASE.' WE CONTINUED ON OUR FLT; HAD WE TAKEN ANY EVASIVE ACTION; IN ALL LIKELIHOOD BOTH ACFT WOULD HAVE COLLIDED. VISUAL SEPARATION WAS CLRLY COMPROMISED. IT CAN BE DIFFICULT TO SEE THE APCH ENDS OF RWY 3 AND; HAD WE BEEN GIVEN AN ADVISORY; WE COULD HAVE MADE VISUAL CONTACT WITH THE ACFT PRIOR TO COMMENCING OUR TKOF ROLL. HAD WE NOT SEEN HIM; WAIT UNTIL HE WAS CLR OF THE MIDFIELD INTXN PRIOR TO TKOF. ATC FAILED TO KEEP IFR SEPARATION OR VISUAL SEPARATION BTWN THE 2 ACFT.
