F-100 FLC FORGOT TO INFORM ATC THAT XING RESTR COULD NOT BE MET. RPTR CITED WX AND HVY WORK LOAD AS CONTRIBUTING FACTORS.

Narrative

WE WERE IN CRUISE AT FL330 N OF J152 FOR WX; WITH A CLRNC DIRECT HAR WHEN ABLE. WE CLRED THE WX S OF US AND PROCEEDED TO HAR. WE WERE THEN CLRED TO CROSS 40 NM W OF HAR AT FL250. I PROGRAMMED A WAYPOINT 45 MI W OF HAR AND STARTED A VERT DSCNT WITH THE ARC ON THE WAYPOINT (NO SIGNIFICANT WX ON RADAR) AS WE DSNDED THROUGH AN OVCST LAYER; WE ENTERED A BUILDING CUMULUS AND ENCOUNTERED MODERATE TURB. I SELECTED A SLOWER SPD -- SLOWED THE DSCNT; AND MADE A R TURN FOR TURB AND WX AVOIDANCE. AS COCKPIT ACTIVITY INCREASED; WE WERE GIVEN A FREQ CHANGE FROM ONE ZOB TO ANOTHER. WE ADVISED THEM OF THE DEV BUT INADVERTENTLY DID NOT MENTION THE SLOWED DSCNT AND INABILITY TO MAKE THE RESTR AT 40 DME. THE NEXT CTLR WAS ALSO ADVISED OF THE DEV BUT NOT THE SLOWED DSCNT OR INABILITY TO MAKE THE XING RESTR. WE WERE APPROX 2000 FT HIGH AT THE 40 DME FIX DUE TO THE DEV AND SLOWED DSCNT. I FEEL THE UNEXPECTED INTENSITY OF THE TURB COMBINED WITH THE CONCERN FOR FLT ATTENDANT AND PAX SAFETY CONTRIBUTED TO OUR OMISSION TO ATC OF OUR INABILITY TO MAKE THE XING.
