UNAUTH LNDG. CPR ACFT WAS UNABLE TO GET THE TWR TO RESPOND TO ITS REQUEST FOR LNDG CLRNC SO THEY LANDED ANYWAY.
Narrative
WE WERE AT THE END OF A LONG FLT (KPDK-EPWA) AND ON APCH INTO WARSAW; POLAND. WE WERE EXPECTING VECTORS FOR AN ILS RWY 11 APCH. PRESENT HDG WAS TAKING US TO A VOR. ABRUPTLY CLRED FOR THE ILS OUT OF THIS SIT; NO VECTORS; REROUTING; ETC. THIS STARTLED US BUT WE RECOVERED; RECONFIGURED; AND INTERCEPTED THE LOC. APCH THEN TOLD US TO CONTACT THE TWR; WHICH WE ATTEMPTED; BUT TO NO AVAIL. AFTER 3 ATTEMPTS; WE GAVE UP AND CONTINUED INBOUND AND LANDED. DID NOT WANT TO MISS APCH OR CIRCLE WITHOUT RADIO COM WITH TWR. AFTER WE LANDED; WE WERE ABLE TO TALK WITH THEM; AND THEY ASKED US HOW WE OBTAINED LNDG CLRNC. WE TOLD THEM WE ATTEMPTED TO CALL; BUT RECEIVED NO REPLY. NOTHING FURTHER WAS SAID. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE FLC WAS FLYING A LEAR 60 AND HAD A SHORT REST PERIOD IN ENGLAND AFTER FLYING FROM THE UNITED STATES. THEY WERE AWARE THAT THEY WERE FATIGUED AND SO THEY WERE EXTRA CAREFUL ACCORDING TO THE RPTR. WHEN THEY BEGAN TO GET SOME UNUSUAL VECTORS IN THE WARSAW AREA THEY INQUIRED ABOUT THE PLAN FROM APCH CTL. THIS PROMPTED THE CTLR TO SUDDENLY CLR THE FLC FOR THE APCH. THEY WERE ABOUT 12 NM W OF THE FIELD AT THIS TIME AND NOT ON A VERY GOOD INTERCEPT HDG. WHEN THEY WERE UNABLE TO CONTACT THE TWR THEY DECIDED THAT SINCE THE RWY WAS CLR AND THE APCH CTLRS HAD CLRED THEM FOR THE APCH AND THEY DID NOT WANT TO EXPERIENCE ANY MORE VECTORING THEY WOULD LAND. THE GND CTLR WAS PLEASANT WHEN HE INQUIRED ABOUT THE LNDG CLRNC AND HE CHEERFULLY GREETED THEM THE NEXT DAY WHEN THEY WERE DEPARTING. THE RPTR HAS NOT HEARD FROM THE POLISH AUTHS OR THE FAA CONCERNING THIS INCIDENT.
