ACR X CONFLICT WITH PARACHUTIST EVASIVE ACTION TAKEN.

Narrative

ACR X FLYING THE ARR TO PDX; X DRIFTED APPROX 1/2 - 1 MI E OF CTRLINE ON AIRWAY. FOLLOWING COMPANY 737; OBSERVED 2 ACFT ON TCASII AS WE DSNDED OUT OF 12000 FT AND 10000 FT. CTLR TURNED US TO 310 DEGS TO GET US DIRECTLY BEHIND COMPANY ACFT. FO OBSERVED OBJECTS ABOVE US DSNDING AND STATED STOP TURN. TURN WAS STOPPED AND 4 SKY-DIVERS DSNDED THROUGH OUR ALT APPROX 1/2 MI OFF L SIDE. JUMP PLANE PROTESTED OUR TURNING TOWARD HIM AND CTLR COMPLAINED WE WEREN'T ON COURSE EVEN THOUGH ONLY 1/2 MI E. WHEN WE OBSERVED JUMPERS WE WERE ON CTRLINE OF ARR. DISCUSSIONS WITH APCH CTL REVEALED THAT THIS WAS LEGAL AND PROBS OCCUR OFTEN. NO WARNING OF JUMPERS OR ACFT WAS GIVEN BY APCH. JUMP PLANE NEVER STATED THAT JUMPERS WERE AWAY. OBVIOUS POOR COORD BTWN JUMP PLANE AND APCH. INFO SHOULD BE ON ARR APCH PLATE AND PDX ATIS. NO TURNS SHOULD BE ISSUED BY APCH WITHOUT COORDINATING WITH JUMP PLANE AS SKY DIVERS SET THE INTERVAL AND INBOUND ARRS SHOULD BE NOTIFIED OF ANY JUMPS OCCURRING ABOVE 10000 FT. SUPPLEMENTAL INFO FROM ACN 308225: ON THE ARR INTO PDX (MOXIE 3) WE WERE TURNED TO A HDG OF 310 DEGS TO VECTOR US INTO PDX. AS WE TURNED WE NOTICED 4 SKYDIVERS AT OUR 11:30 O'CLOCK ABOUT 1000 FT ABOVE US. WE STOPPED THE TURN AND THEY PASSED OFF OUR L WING WITHIN 1/2 MI DISTANCE.
