FLC HAS DIFFICULTY ALIGNING WITH THE LOC.
Narrative
DEPARTING MATEO ON RWY 5R ARR; WE WERE GIVEN 160 DEG HDG FOR TFC AND 190 KIAS TO BE MAINTAINED; REALIZING THE OVERSHOOTING VECTOR WHILE THE LOC WAS CAPTURED AND CTRED> A 050 DEG VECTOR WAS GIVEN TO REINTERCEPT; THEN; A 350 DEG HDG. SPD; ERRATIC VECTORS; AND TFC ACCOUNTED FOR A MORE THAN UNUSUAL APCH TO RWY 05R. ACFT WAS STABILIZED APPROX 4.0 DME. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR SAID HE WAS THE FO AND THE CAPT WAS FLYING. HE SAID THE AUTOPLT DID NOT CAPTURE THE LOC SO WAS DISCONNECTED. THE RPTR COULD NOT BE SURE WHETHER OR NOT THE PROB WAS A FALSE LOC. HE SAID THE RADIO AIDS IN MEXICO SEEM TO BE CHARACTERISTICALLY WEAK; LIKE FOR EXAMPLE; DIFFICULT TO GET A SATISFACTORY IDENT. WHEN NOT USING SMO 160 DEG RADIAL AND THE 9.2 DME FOR LEAD IN INFO THE PLT MIGHT HAVE HIS #2 VHF NAV ON THE MEX VOR TO PICK UP THE 248 DEG LEAD IN RADIAL (AND THE DME ARC IF NECESSARY). THE CAPT'S VHF NAV IS SELECTED TO THE ILS (IMWX). THE ADF WOULD BE ON PLAZA (MW). THE COPLT HAS ABOUT 5000 HRS TOTAL TIME AND HAS BEEN INTO MEXICO 1 OTHER TIME AND USED THE OTHER RWY. THE INSTS ARE PARTIAL ADVANCED HAVING AN EFIS AND ADI AND THE AIRPLANE IS CAT III WITH THE THIRD IRS AS A BACKUP FOR FAIL ACTIVE NAV SYS.
