RADIO COM PROB; TWR CTLR UNABLE TO ESTABLISH RADIO CONTACT WITH BEECH 35 BONANZA IN HOLDING POS FOR TKOF.

Narrative

THE ACFT WAS AN F-35 BONANZA EQUIPPED WITH; AMONG OTHER RADIOS; A MARK 12E NARCO NAVCOM. I RECEIVED CLRNC AND GND SENT ME TO RWY 29R; INTXN ALPHA 13 WHICH IS NEARLY FULL LENGTH OF RWY 29R. WHEN AT A13; RWY 29R AND WHEN READY; I SET THE 12E FOR TWR FREQ OF 118.3 WITH THE BACKUP FLIP- FLOP TO DEP. I ADVISED TWR READY TO GO AND WAS TOLD TO TAXI INTO POS AND HOLD THAT THERE WAS TFC ON SHORT FINAL FOR THE CROSS RWY 21. I ECHOED 'POS AND HOLD' AND DID SO. A SHORT PERIOD FOLLOWED WITH NO CLRNC FOR TKOF. I CONTINUED TO LOOK TO SEE THE STATUS OF THE CROSS TFC WHEN I SAW A RED LIGHT FROM THE TWR. I BEGAN TO MOVE TO CLR THE RWY AND; AT THE SAME TIME; REACHED FOR THE RADIO VOLUME CTL TO SEE WHAT WAS WRONG. I THEN HEARD VOICES AND ASKED THE TWR IF THEY READ ME -- NO RESPONSE. THEN THE TWR SAID 'BONANZA; IF YOU CAN HEAR ME; CLR THE RWY IMMEDIATELY!' I WAS HEADED FOR THE SIDE OF THE RWY BUT THE NEXT INTXN FOR EXIT WAS; IT APPEARED; TO BE APPROX 100 YARDS OR MORE. I HEADED FOR THE INTXN ON THE PAVED LIP OF THE RWY WITH DISPATCH THINKING I WAS GOING TO HEAR METAL ON METAL AT ANY SECOND AND I THOUGHT OF COMMUTER AT LAX AND HOW YOU ARE TRAPPED ON POS AND HOLD. I ROUNDED THE CORNER AT THE INTXN AND HEADED FOR THE INCURSION LINES. AS THE CORNER WAS NEGOTIATED; THE R WING HIT A TXWY MARKER SIGN NOT IN MY FIELD OF VISION AND BASICALLY UNDER THE WING. THIS DAMAGED THE SIGN AND THE SKIN OF THE WING. AS I CLRED THE INCURSION MARKERS; I STOPPED AND LOOKED TO THE R IN TIME TO SEE AN AIRLINER OVER THE MM; AND THE DAMAGE TO THE WING. THE RADIO WAS NEVER TOUCHED (NO REASON TO) AFTER BEING TOLD POS AND HOLD AND THE REPEATED COMMAND. I FLY IN AND OUT OF TUCSON ALMOST WKLY AND HAVE SINCE 1989. I FEEL THERE WAS RADIO FAILURE AS I WAS WAITING FOR CLRNC TO GO AND NEVER HEARD SAME. I SEEMED TO HEAR VOICES AFTER 2 EVENTS; 1) MERELY TOUCHING THE VOLUME CTL AND 2) MOVEMENT. I HAVE SINCE ALSO BEEN TOLD THERE IS A POSSIBLE RADIO DEAD SPOT AT TUCSON INTL IN THE VICINITY OF A-13 THAT SOME PLTS HAVE BEEN TOLD ABOUT BY THE CTLRS AS THEY TAXIED TO THAT POS.
