Narrative
WX WAS GOOD VMC WITH ONLY SCATTERED CLOUDS. VISIBILITY WAS 10 MI PLUS. I HAD NO CONTACT WITH ANY RADAR FACILITY; HAVING PREVIOUSLY BEEN TOLD I WAS OUTSIDE ERIE APCH AREA. I WAS SQUAWKING VFR IN ALT MODE. I DID NOT CONTACT BUFFALO APCH AS I WAS HEADING AWAY FROM BUFFALO (I HAD COME IN ON THE DKK 220 DEG RADIAL). AS I WAS WITHIN GLIDING DISTANCE FROM DRY LAND IN CANADA; I WAS MAKING A 1000 FPM DSCNT -- THIS FAST BECAUSE I WAS UNCOMFORTABLE DSNDING THROUGH IFR ALT ON AN AIRWAY. HOWEVER; I WAS DIALING IN AND TAKING NOTES FROM THE HAMILTON ATIS AS I WAS DSNDING; SCANNING IN BTWN. I DID NOT SEE ANY TFC UNTIL I SAW A WING FLASH BY DIRECTLY UNDERNEATH MY AIRPLANE. LOOKING L AND BEHIND (THE ACFT HAD PASSED FROM R TO L) I SAW IT WAS A PIPER LANCE OR ARROW. HE SEEMED TO BE CLBING PROBABLY OUT OF BUFFALO. I DID NOT SEE HIM IN TIME TO TAKE EVASIVE ACTION. IT LOOKED LIKE THE OTHER ACFT POSSIBLY MIGHT HAVE DSNDED IMMEDIATELY BEFORE THE NEAR-MISS AS HE WAS CLBING RAPIDLY (EXCESS AIRSPD?). FACTORS CONTRIBUTING: THE OTHER ACFT WAS PROBABLY HIDDEN FOR SOME TIME UNDER MY R WING. NOT CONTACTING BUFFALO APCH (ONLY MONITORING ERIE AND HAMILTON). INSIDE COCKPIT ACTIVITY (DIALING AND WRITING DOWN ATIS INFO).
