NMAC BTWN 2 TWIN BEECH TYPE ACFT. 1 CLBING OUT FROM THE NEAR BY ARPT JUST DEPARTED AND THE OTHER MANEUVERING IN THE AREA.

Narrative

DEPARTED ROSWELL; NM; AS FLT (ACR X) ON TIME AT XX30; AS A VFR FLT TO HOBBS; NM. AFTER INITIAL CLB THROUGH 1500 FT AGL; COPLT FLYING; WENT TO A CRUISE CLB (180 KTS; 1000 FPM); TO PLANNED ALT OF 13500 FT. WE WERE STILL ON TWR FREQ ABOUT 10 NM SE OF ARPT CLBING THROUGH 7000-7500 FT. BOTH PLTS WERE 'HEADS UP' LOOKING OUTSIDE. AS I LOOKED TOWARD MY COPLT; A BEECHCRAFT APPEARED IN FRONT R WINDSCREEN. ALL I HAD TIME TO DO WAS SWEAR; PUSH CTL WHEEL FORWARD JUST A LITTLE BEFORE THE WHEEL WELLS WENT OVER THE COCKPIT. THIS SIT COULD HAVE BEEN AVOIDED IF: 1) THIS 19 SEAT AIRLINER WAS EQUIPPED WITH TCASII; 2) WE WOULD HAVE HAD RADAR ADVISORIES OUT OF THE ARPT AREA (THERE IS NO RADAR AT ROSWELL; NM). SINCE THESE SOLUTIONS ARE UNAVAILABLE IN THE NEAR FUTURE; I HAVE TAKEN THE FOLLOWING PRECAUTIONS: 1) EXPEDITE CLB THROUGH 10000 FT ESPECIALLY AT NON-RADAR ARPTS AND UNCTLED FIELDS; 2) INSURE RADAR FLT FOLLOWING IS OBTAINED AS SOON AS POSSIBLE OR AVAILABLE; 3) INQUIRE FOR HDOFS TO DEP AND ASK FOR ANY 'KNOWN' TFC IN THE AREA. (AFTER THE NEAR MISS I CALLED DEP AND THEY KNEW OF THE TWIN BEECHCRAFT MANEUVERING S OF THE ARPT.)
