Narrative

TAXIED FROM RAMP TO APCH END OF RWY 23 AT SBY; WHILE MONITORING SBY FSS ON 123.6. WE WERE #2 FOR DEP BEHIND A LIGHT; MIL; TWIN TURBOPROP. SWITCHED TO PATUXENT APCH (ON 127.95) AWAITING IFR RELEASE. ONCE RELEASED BY PATUXENT APCH; RETURNED TO SBY FSS ON 123.6. I MADE A RADIO CALL: 'ACR TAKING RWY 23 AT SBY FOR DEP.' SBY FSS DID NOT COMMENT ON ANY OTHER ACFT IN THE TFC PATTERN. COMPLETED RWY CHKLIST. NO TARGETS ON THE TCASII WHEN WE TOOK THE RWY. NORMAL TKOF; I ANNOUNCED 'OUT OF 400 FT AND FLAP RETRACT SPD.' CAPT CALLED FOR FLAPS UP AND COMMENCED A L TURN. I MADE ANOTHER RADIO CALL: 'ACR OFF RWY 23 AT SBY DEPARTING THE PATTERN WITH A L TURN OUT.' PASSING 600 FT AGL; THE TCASII GAVE A TA SHOWING A TARGET AT OUR 1-2 O'CLOCK POS; LEVEL 400 FT ABOVE US. THE CAPT AND I BOTH LOOKED FOR THE ACFT. PASSING 800 FT AGL; THE TCASII GAVE AN RA WITH THE TARGET NOW AT 12-1 O'CLOCK; LEVEL 200 FT ABOVE US. THE RA CALLED FOR A DSCNT. THE CAPT DSNDED ABOUT THE SAME TIME WE SAW THE TARGET; WHICH WAS A GRAY; LIGHT TWIN-ENG ACFT. THE LAST DISPLAY I RECALL ON THE TCASII SHOWED THE TARGET 100 FT ABOVE US; AND DSNDING. DURING THIS CLOSE ENCOUNTER; THE TARGET ACFT MAINTAINED A STRAIGHT TRACK; WHICH APPEARED TO BE A L DOWNWIND FOR RWY 23 AT SBY. THE TARGET ACFT DID NOT TAKE ANY EVASIVE ACTION TO AVOID A POTENTIAL COLLISION. NO RADIO XMISSIONS WERE HEARD ON 123.6. ONCE WE WERE CLR OF THE TARGET ACFT; THE CAPT RECOMMENCED THE CLB. THE REMAINDER OF THE FLT WAS UNEVENTFUL.
