AN MD80 FLC FAILED TO COMPLY WITH A PUBLISHED ARR SPD RESTR.

Narrative

WHILE ON THE SCY 7 ARR INTO DFW AND JUST PASSING SEAGO; ATC GAVE INSTRUCTIONS TO EXPECT A HDG OF 300 DEGS AT REFIL FOR A W SIDE ARR. A MIN LATER WE RECEIVED A FREQ CHANGE AND THE NEXT CTLR GAVE US THE HDG ASSIGNMENT OF 300 DEGS AT REFIL FOR RWY 13R. ABOUT THE TIME OF THESE COMS CONCENTRATION WAS LOST REGARDING THE SPD AT REFIL (WHICH ON THE ARR IS 210 KTS). ATC INQUIRED AS TO OUR SPD ABOUT THE TIME WE TRAVERSED THE ARPT IN A DSCNT THROUGH 10000 FT. WE SLOWED IMMEDIATELY TO 210 KTS AND NO PROBS WERE EVIDENT REGARDING ATC SEPARATION. WHEN I INQUIRED AFTER LNDG; TRACON SAID THAT NO RPTS WERE MADE AND THAT NO PROBS WERE EXPERIENCED. I THINK WE WERE EXPECTING RWY 18R FOR THE W SIDE ARR AND GETTING RWY 13R DISTRACTED BOTH OF US JUST LONG ENOUGH TO FORGET THE SPD REDUCTION AT REFIL. SUPPLEMENTAL INFO FROM ACN 311100: PREPARING TO SLOW TO 210 KTS WHEN GIVEN A 300 DEG HDG FOR THE W SIDE FOLLOWED SHORTLY BY A DSCNT AND TFC CALLOUT. CONTINUED DSCNT AND MADE VISUAL ON THE TFC. TOLD TO FOLLOW TFC AT 6000 FT AND ASKED OUR SPD -- OOPS! A CHANGE IN PLANNING (RWY CHANGE); A BREAK IN HABITS AND SEVERAL INTERRUPTIONS; ALLOWED ME TO DIVERT FROM JOB #1 -- FLYING THE ACFT!
