AN AIR TAXI FLC FAILED TO COMPLY WITH A 'HOLD SHORT' CLRNC DURING TAXI. 'HOLD SHORT' WAS NOT READBACK BY THE CREW NOR CORRECTED BY ATC.
Narrative
WE HEARD GND CTL CLR US TO TXWY F TO RWY 19R; WE FOLLOWED 2 OTHER ACFT. AS WE STARTED ACROSS RWY 25R GND ADVISED US WE WERE TOLD TO HOLD SHORT OF RWY 25R. I HAD ORIGINALLY READ BACK OUR TAXI CLRNC TO RWY 19R. GND DID NOT CORRECT ME AT THAT TIME. THERE WAS A LOT OF CHATTER ON THE GND FREQ EITHER THE CTLR WAS BLOCKED OR NEVER SAID HOLD SHORT OF RWY 25R. ALSO; HE DID NOT CORRECT MY READBACK TAXI VIA FOX TO RWY 19R. THIS IS A BIG FEAR OF MINE. CORRECTIVE ACTION: LESS CHATTER ON THE FREQ. (VERY DIFFICULT TO DO WHEN ATC IS BUSY.) AS TECHNOLOGY PERMITS HAVE A PAPER PRINTOUT IN THE COCKPIT FOR A WRITTEN ON-SCREEN CLRNC. THIS WOULD CREATE LESS CHATTER ON FREQS AND LESS CHANCE FOR A MISUNDERSTOOD CLRNC. SUPPLEMENTAL INFO FROM ACN 311821: WE FOLLOWED 2 OTHER ACFT OUT TO RWY 19R. THE GND FREQ WAS CLUTTERED AND SCRATCHY WITH A LOT OF CHATTER. THE INADVERTENT XING OF THE DISPLACED THRESHOLD OF RWY 25R WAS A RESULT OF A LACK OF PROPER COM BTWN OUR ACFT AND THE GND CTLR. A HOLD SHORT LINE FOR THE DISPLACED THRESHOLD FOR RWY 25R WAS NOT READILY VISIBLE OR PROMINENT.
