Narrative
UPON LNDG AT KAHULUI ARPT; HI; WE (MY CAPT AND I) NOTICED THAT THERE WAS A CREW OF WORKERS OFF TO THE L NEAR THE INTXN OF RWYS 2 AND 5. AT THE TIME; KAHULUI WAS CLOSED (CTR HAD CLRED US FOR ILS RWY 2). KAHULUI IS CLASS C AIRSPACE UNTIL XA00 PM. RWY APPEARED CLR FOR LNDG AS WORKERS WERE OFF TO SIDE. WE LANDED WITHOUT INCIDENT TO FIND THAT THEY WERE PARTLY ON RWY AND CALLED FSS TO SEE IF RWY WAS IN FACT CLOSED. FSS CONFIRMED CLOSURE. NOTE: CAPT CALLED FSS PRIOR TO FLT BUT NO ONE ANSWERED. RECEIVED PATWAS BRIEF -- NO MENTION OF RWY CLOSURE. OF COURSE IT IS OUR RESPONSIBILITY AS THE PLTS TO GET ALL AVAILABLE INFO CONCERNING THE FLT (ATC DELAYS; RWY CLOSURES; ETC). HOWEVER; WE WERE CLRED FOR THE ILS TO THE CLOSED RWY. THIS IS A DAILY FLT AND NO NOTAM WAS SENT OR POSTED FOR US IN OUR OPS DEPT. RWY LIGHTS TO RWY 2 CAME ON. NO VISIBLE MARKINGS WERE SEEN TO INDICATE RWY CLOSURE (NO BARRIERS). NO WORKERS WERE MONITORING TWR/CTAF FREQ. MAYBE AT UNCTLED ARPTS MORE SHOULD BE DONE TO INDICATE THE RWY IS CLOSED (EG; TURN OFF RWY LIGHTS; PUT UP LIGHTED BARRIERS TO VISIBLY SHOW ITS CLOSURE; REQUIRE WORKERS TO MONITOR AND BE ABLE TO XMIT ON CTAF FREQ WHILE WORKING). NONE OF THESE THINGS WERE THERE THAT NIGHT. SUPPLEMENTAL INFO FROM ACN 313045: OUR NORMAL FLTS ARE BY DAY. THIS WAS A 'MIDNIGHT' FLT ON A SATURDAY NIGHT. NO SUPERVISORY PERSONNEL ON DUTY. NO DISPATCHERS. NO QUALIFIED WX BRIEFERS AT DEP POINT. NO WX BRIEFERS AT DEST ARPT. 2 ACFT ASSIGNED TO THIS FLT INSTEAD OF NORMAL 1 ACFT DUE TO UNUSUAL HIGH PAX LOADS. BOTH CREWS WERE RESERVE PLTS ON DUTY SINCE EARLY AM LCL TIME. THE DUTY TIME ENDED WITH PLTS ON DUTY FOR 21 HRS. PREVIOUS TO THIS FLT I HAD FLOWN FROM AM TO PM LCL TIME AND COMPLETED 8 LEGS. RWY LIGHTS WERE WORKING. NO 'X' MARKINGS ON RWY. ONLY ON SHORT FINAL DID LIGHTS ON SIDE OF RWY LOOK TOO CLOSE TO RWY. LIGHTS WERE FOR TXWY REPAIR ON L SIDE OF RWY. SUPPLEMENTAL INFO FROM ACN 312957: PRIOR TO DEPARTING HNL ON AN EXTRA SECTION FLT TO OGG IN A DHC6- 300 'TWIN OTTER;' CAPT CALLED FLT SVC FOR WX BRIEFING. ALL HE COULD GET WAS RECORDED FORECAST; NO BRIEFER WOULD ANSWER. NOTAMS FROM THAT AFTERNOON SHOWED NOTHING UNUSUAL. EVEN THOUGH NEITHER CREW COULD GET IN TOUCH WITH A BRIEFER AT HNL; WE SHOULD HAVE CALLED FLT SVC WHILE AIRBORNE. FATIGUE AND COMPLACENCY WERE CONTRIBUTING FACTORS.
