ACR X (SH360) IS ENRTE PGV TO CLT; CRUISING AT 6000 FT; 10 NM N OF GSB. MIL Y (A HVY KC10) DEPARTS RWY 26 AT GSB. DEP GIVES HIM 360 DEG HDG AND 5000 FT. DEP CALLS HIM AS TFC TO ACR X. ACR X RPTS TFC IN SIGHT AT 10:30 O'CLOCK POS. ACR X IS NOT GIVEN 'MAINTAIN VISUAL SEPARATION.' ACR X IS CALLED AS TFC TO MIL Y AND MIL X RPTS NEGATIVE CONTACT. DEP CLRS MIL Y TO 10000 FT. MIL Y IS ON A LINE OF CONSTANT BEARING TO ACR X; AND IS NOW CLBING TOWARDS 6000 FT. RANGE IS APPROX 2 1/2 MI. ACR X BEGINS HARD R TURN TO AVOID COLLISION. TCASII CALLS FOR RAPID DSCNT. ACR X CONTINUES A R TURN AND BEGINS A RAPID DSCNT AND ADVISES SEYMOUR DEP OF EVASIVE MANEUVERING. MIL Y IS NOW AT APPROX 5700 FT; AND STILL HAS NO VISUAL WITH ACR X. RANGE IS LESS THAN 2 MI AND DECREASING. SEYMOUR DEP THEN INSTRUCTS MIL Y TO MAINTAIN 5000 FT! MIL Y BEGINS DSCNT BACK TO 5000 FT. RANGE IS STILL DECREASING TO LESS THAN 1 NM; AND LIKELIHOOD OF VERT SEPARATION HAS BEEN LOST. CAPT OF ACR X (PREVIOUSLY PNF) HAS VISUAL WITH MIL Y. MIDAIR COLLISION IS IMMINENT. RANGE IS MUCH LESS THAN 1/2 NM AND CLOSING. CAPT TAKES THE ACFT AND INITIATES MAX RATE CLB. SIMULTANEOUSLY; THE TCASII REVERSES TO 'CLB; XING; CLB.' THE 2 ACFT MISS BY MINIMAL SEPARATION.
